I don't understand this comment. I was under the impression Königsberg was part of Prussia since around 17C. It then became part of the federal states of Germany until the end of WW2. It was given to Russia as part of the peace process where it has remained since. It is home to the Russian Baltic fleet so is unlikely to be taken from Russia.
