Ukraine officials come under shelling attack on front
MOSCOW (AP) — Top Ukrainian military officials came under a shelling attack during a tour of the front of the separatist conflict in eastern Ukraine.
The officials fled to a bomb shelter before hustling from the area, according to journalist from The Associated Press who was on the tour.
Earlier Saturday, separatist leaders in eastern Ukraine ordered a full military mobilization Saturday amid a spike of violence in the war-torn region and fears in the West that Russia might use the strife as a pretext for an invasion.
Ukraine and the two regions held by the Russia-backed rebels each accused the other of escalation. Russia on Saturday said at least two shells fired from a government-held part of eastern Ukraine landed across the border.
Ukrainian Foreign Minister Dmytro Kuleba dismissed the claim as “a fake statement.”
Ukraine’s military said shelling killed a soldier early Saturday in the government-held part of the Donetsk region and that separatist forces were placing artillery in residential areas to try and provoke a response.
On Friday, the rebels began evacuating civilians to Russia with an announcement that appeared to be part of their and Moscow’s efforts to paint Ukraine as the aggressor.

German Foreign Ministry urges all citizens to leave Ukraine
Germany's foreign ministry on Saturday stepped up its travel and security warning for Ukraine, urging all of its nationals to leave the country, saying a military confrontation is possible at any time.
The ministry had already asked German citizens to leave Ukraine, but the latest warning is more urgent.
What is the ministry saying?
"German nationals are urgently requested to leave the country now," the ministry's website now says.
"Tensions between Russia and Ukraine have increased in light of massive presence and movements of Russian military formations near Ukraine's borders continued to increase. A military confrontation is possible at any time."
"Travel out of the country in a timely manner," said the advice. "If there is a Russian attack on Ukraine, the options for assisting German nationals are very limited."
Earlier in the week, the ministry said most staff members have left the German embassy in the Ukrainian capital Kyiv.
Family members and seconded employees not urgently needed for business operations had mostly left the country, the ministry said.
Germany's national carrier Lufthansa on Saturday said it was stopping all flights to the Ukrainian capital, Kyiv, and the coastal city of Odessa as of Monday. The flights will be suspended "for the time being until the end of February," the company announced.
Dire warnings and diplomatic activity
The more urgent warning comes after intensified fighting in the Donetsk and Luhansk regions, where Russia-backed separatists in 2014 declared "people's republics."
It follows unusually pessimistic US warnings that Moscow could order an invasion of Ukraine any day. NATO leaders have said they fear Russia is seeking a pretext to attack.
The past weeks have seen a flurry of diplomatic efforts as world leaders sought to avert a war in Europe amid soaring East-West tensions.
Some 150,000 troops Russian troops have amassed around Ukraine's borders — in the Russian border region, Belarus and the Ukrainian peninsula of Crimea annexed by Russia. Russia said the troops were there for maneuvers and that it had no intention of invading.

Separatist leaders pre-recorded their video appeals, metadata shows
Leaders of the self-declared republics in eastern Ukraine posted videos online on Friday announcing that they were organizing the mass evacuation of civilians to Russia.
But a CNN analysis of the videos’ metadata indicates the footage was recorded days earlier.
Denis Pushilin, leader of the breakaway Donetsk state in eastern Ukraine, said on his video appeal that "today, Feb. 18, a mass centralized evacuation of the population to the Russian Federation has been organized.” Shortly afterwards, Leonid Pasechnik, the most senior official in the Luhansk People's Republic, announced a similar move.
In his video, Pushilin also claimed that a large-scale offensive by Ukrainian forces against the Donetsk People's Republic was imminent, a claim the Ukrainian authorities have strenuously denied.
CNN downloaded the videos from Telegram and checked their metadata.
Both video files have "Wednesday 16" as their creation date, meaning that they were recorded at least two days before they were posted on Telegram.
The platform preserves metadata for the videos posted there and it cannot be changed.
CNN is reaching out to the self-declared republics for an explanation.

Russian Region Declares Emergency Over Ukraine Refugees
A Russian region bordering Ukraine declared a state of emergency on Saturday citing growing numbers of people arriving from separatist-held areas in Ukraine after they received evacuation orders.
"Given the trend of increasing numbers of people arriving, we consider it appropriate to introduce a state of emergency," the Rostov region's governor Vasily Golubev said in a meeting, according to Russian news agencies.
The leaders of two pro-Russian separatist republics in eastern Ukraine on Friday ordered civilians to cross the border into Russia, accusing the Ukrainian army of preparing to try and retake the regions by force.
The conflict in eastern Ukraine erupted in 2014 when Moscow-backed rebels broke away from Kyiv and Russia annexed the Crimean peninsula. Some 14,000 people have been killed in fighting since then.
The current head of Russia's emergencies ministry said some 400 people as well as 150 vehicles were involved in operations to receive people arriving from separatist territory.
Emergency services in the Donetsk separatist region said earlier Saturday that just over 6,600 people have been evacuated.
State-run news agency RIA Novosti reported that those crossing checkpoints were being offered medical and psychological support.
The Luhansk region meanwhile said 25,000 people had left of their own accord and convoys were readying to take out an additional 10,000 people.
Russian President Vladimir Putin ordered his government late Friday to give evacuees 10,000 rubles ($129).
Kyiv has repeatedly denied any plans to regain control of separatist-held areas by force.
