The contract in question, worth more than $24.6 million, was awarded on Jan. 4 by the U.S. Agency for International Development (USAID) to Checchi and Company Consulting,
... Crowley confirmed that the contract has been "terminated" because the circumstances under which it was awarded “violated the Competition in Contracting Act." Crowley said the contract was actually a renewal of a $44 million contract first awarded to Checchi and Company in October 2004 by the Bush administration -- after a competitive bidding process -- and will now be put out for competitive bids.

How many billions of dollars of contracts were awarded to the likes of Halliburton and Blackwater (both large Republican donors) on a no Bid basis? And now this tiny contract, in comparison, is found to have been renewed on a no bid basis- and therefore is going to Tender, as it should.
All that article highlights is the moral bankruptcy of the Bush administration Jet. Thanks, although we didn't really need reminding.

Perhaps the single worse thing was the Cost Plus contracts- where everything spent had a percentage added on, and was then billed to the US taxpayer. thus, consumption was a profit centre. Even secretaries in Iraq were bought those big GMC SUV's- but they were never used, just sat in a parking lot. Not exactly as if a secretary was gonna go for a nice drive in Sadr city after work now, was it. Appalling.
