The discourse that matters is between Putin and Zelensky. Putin has put Z on ignore for now, because he realised he is just stalling for time while trying to get more arms in. He does that. Pretty much stonewalled the US too, and announced that Russia now looks east. He ain't playing your game at all, and you've got to pay for his gas in rubles now Europe. Mean Mr. Putin.

While the Russian strategy announcement could be smoke and mirrors, it makes sense that Putin might wish to save face and declare a win in the Donbas region.
It is a smaller, and theoretically easier task to take, re-supply, and control. This might even improve the morale and performance of his battered military.
Worth mentioning that this strategy puts the onus on Ukraine military to be more mobile in their attempts to thwart the dictator. Previously the Russians have had to make all the moves and choices of a widespread battle for ground. By reducing their target area, Putin is also making it easier for his troops to operate closer to home soil and the necessary re-supply
There is also a better justification for Russian involvement in the protection of ethnic Russian interests.
If the scale of war proves difficult to maintain, simply reduce the footprint of the battle area. That is the only way Putin might salvage anything from this preposterous invasion.
While this move would make sound tactics for Putin, he has never been especially sound in his decision making processes. On the face of it, this could remove the need for him to resort to the nuclear option, but withdrawal of his forces from the stubborn areas where his army has failed, could present him with an opportunity for revenge, using long range nuclear weapons to destroy his bette noir with impunity.
Withdrawal of Russian forces to the east also puts greater onus on Zelensky to cede ground in favour of peace.
Smoke and mirrors it may be, but it’s a smart move. That is something that has been in short supply from Putin.

Last I heard, about 20% Of Russian military in Ukraine. Possibly more now- but where are they gonna go for RnR? Tour of Duty and all that. Must be some party town emerging, some slavic saigon?
