WASHINGTON, Dec 7 (Reuters) - The U.S. Supreme Court on Monday rejected a challenge by gun rights activists to a Chicago suburb's ordinance banning assault weapons and large-capacity magazines, handing a victory to gun control advocates amid a fierce debate over the nation's firearms laws.
The 2013 ordinance passed by the city of Highland Park, Illinois will remain in place. By opting not to hear an appeal of a lower-court ruling that upheld the measure, the justices declined to take up what would have been a high-profile gun rights case following a succession of mass shootings including the one last week in San Bernardino, California.
The Highland Park measure bans various semi-automatic weapons, including well-known guns such as the AR-15 and AK-47, in addition to magazines holding more than 10 rounds of bullets.
Two conservatives on the nine-member court, Clarence Thomas and Antonin Scalia, said the justices should have taken the case.
Thomas wrote a six-page dissent in which he said that despite recent pro-gun rights rulings by the conservative-leaning high court, several lower courts "have upheld categorical bans on firearms that millions of Americans commonly own for lawful purposes."
The U.S. Constitution's Second Amendment guarantees the right to bear arms, but there is a longstanding legal debate over its scope.

This one occurred Saturday morning when a Miami Beach, Florida, officer killed a man during a confrontation on a busy street. A passerby shot the video and posted it to Instagram.
On Sunday, police identified the man as David W. Winesett, 52. A police press release said he had been serving a 151-month federal prison sentence for bank robberies and had escaped from a Miami halfway house for prisoners.

Police started looking for the man after a report of a bank robbery, police Chief Daniel Oates said Saturday at a press briefing. The suspect was spotted a block from the bank, went into a barbershop and came out with a straight-edge razor, the chief said. The man raised his hand with the razor during a confrontation with police and was shot twice by an officer with a rifle, Oates said.
The video shows a shirtless man confronted by several police officers.
The man takes a couple steps forward, places his left hand on the front of a parked police cruiser and stops. His right hand can no longer be seen -- it is blocked from view by an officer to his side.
Moments later, the officer fires the rifle -- two shots can be heard -- and the man falls backward onto the street, clutching his chest. A scream can be heard.

The man who was shot was Hispanic, police said. The officer, a six-year veteran, is Hispanic. The officer's identity has not been released.
Miami-Dade police, not Miami Beach police, will investigate the shooting, Oates said. The FBI and Miami Beach police will investigate the attempted bank robbery.
"It's a horrible, an isolated incident and it's tragic for everybody involved," Mayor Philip Levine said.
The FBI said a man entered a Bank of America branch about 10:26 a.m. and handed an employee a note saying he had a bomb and demanded money. After threatening to shoot a customer, the man left without money and didn't leave an explosive device behind, the FBI said.
Officers spotted the man about a block away, in the 1500 block of Alton Street.
The man went into the barbershop and at first refused officers' orders to come out, Oates said. When he did emerge he had removed his shirt and was armed with the razor, the chief said.

"He was challenged by the officers in the street and at some point during that confrontation he did raise his hand with a straight-edge razor in it and he was shot," Oates said.
Oates said Miami Beach had recently instituted a body camera program and one of the officers was wearing a camera. However, state law prohibits releasing the bodycam video to the media at this point, he said.
Marcellus Johnson, who shot the video posted on Instagram, told CNN he was walking to get coffee when he noticed a crowd of people with their camera phones up.
"I looked to my left and there was a guy inside of the barbershop ... and he was banging on the window with a sharp object, maybe a knife or so," Johnson said. "The police were trying to get him to come outside of the establishment. He eventually came out."

Gun sales in the US have increased. Requests for access to courses at shooting ranges are up. Students from at least one Christian school have been encouraged to arm themselves. A New York Times editorial (the first the paper has carried on its front page since 1920) calling for stricter gun controls has had holes shot in it - literally. And a politician sent her Christmas greetings complete with a family photo with five adults and four young children - including her grandson - showing off their guns.
Why is this type of reaction to last week's mass shootings in the US no surprise? What is the peculiar irrationality that grips so many Americans when it comes to firearms?
The Times editorial, headlined "The gun epidemic", suggested reducing the number of guns and "eliminating some large categories of weapons and ammunition". It turned its sights on the country's now famous second amendment, too: "It is not necessary to debate the peculiar wording of the Second Amendment.
No right is unlimited and immune from reasonable regulation." All reasonable points, one would have thought.
Times publisher Arthur Sulzberger Jr also had a view for those who wondered whether in this digital age page one of the print edition still had power: "... the front page remains an incredibly strong and powerful way to surface issues that demand attention. And, what issue is more important than our nation's failure to protect its citizens?" (Closer to home, the overwhelmingly positive reaction from readers to this paper's front page on Friday - "Who will end this madness" - amply demonstrated Mr Sulzberger's point).
From this distance, most can but wonder how some form of stricter gun controls have not already been adopted in the US. Yes, the strength of the gun lobby is well known and, obviously by some politicians, feared. "Guns don't kill people: people kill people" has been a common refrain for many years. There is some little truth to that response, but it is in reality a weak argument.
Australia proved in the wake of the Port Arthur massacre that, even in the face of a powerful gun lobby, stricter controls can be implemented, including restrictions on certain types of weapons and vetting of gun licence holders. Regulations alone, however, are not enough. To win this battle, the US needs to win the hearts and minds of its people towards guns and gun control. It is a matter of changing attitudes - much as own our society's positions towards drink-driving, wearing seatbelts and even smoking have become far less tolerant.
There is a debate happening in this country about access to firearms, too. That discussion will only intensify here. While many of us - especially those who believe in the concept of personal responsibility - rue the attitude of introducing legislation to try to cover every eventuality, in this case in the US saner heads must prevail. As for the suggestions of some the solution is to further arm the populace? That is, quite frankly, lunacy. America has long had a reputation of wanting to police the world. It is well past time it policed itself.

Medicines, cars, toys, just about every product there is has some form of controls on it to prevent or mitigate against injury/harm/death but when it comes to guns the absence of the same is a peculiar irrationality.
