It says quite clearly that the beginning of the list is

"List of World Trade Center Victims (not including plane crews or passengers)"

It said so because "WTC victims *could* also include the plane crews and passengers.

The same list has links on the top to go the spot within the list where each of the planes' passengers and crews are broken out SEPARATELY.
