Got some info on that free offer. It is not time limited but it is coupled to the device it is installed on. So on switching to a new computer later you need to buy it.
Not a bad deal for me. I will need to buy a new one anyway and will do it before the offer expires. That should last me until WIN 12 or so.
It installs over the old system, so no dual boot. But I can make a backup before installing and play that back into a parallel partition. That enables dual boot."don't attribute to malice what can be adequately explained by incompetence"
