Boris Bondarev, who was a counsellor at Russia’s UN mission in Geneva since 2019, resigned because of his disagreement with Russia’s special military operation in Ukraine.

Russian presidential spokesman Dmitry Peskov has offered a comment on the recent resignation of a counsellor at Russia’s permanent mission to the UN in Geneva, Boris Bondarev, because of his disagreement with Russia’s special military operation in Ukraine. "He is not with us, he is against us," Peskov said. "Mr. Bondarev is no longer with us. He is rather against us," Peskov told the media on Tuesday. "He is critical of the Russian leadership’s policies, which are supported by practically the whole population of our country. Consequently, this gentleman has come out against our country’s consolidated opinion."
Peskov said that the Kremlin had not studied the diplomat’s open letter explaining the reasons behind his decision and advised the media to turn to the Foreign Ministry for further comment on this score.
Bondarev declared his resignation on LinkedIn (a social network outlawed in Russia) and confirmed it to a number of foreign mass media outlets. He has served at Russia’s Foreign Ministry since 2002. Since 2019 he has been a counsellor at Russia’s UN mission in Geneva".

I assume he means a tariff (English isn't his first language) ... it makes Russian oil/gas uncompetitive in a global market.

Rusian oil is being purchased and supplied to many countries. Whether the oil and gas is derived from Russian, but the "paper work", on delivery states it's from .... I'll leave it to you to determine. I suggest you look at the Greek shipping industry as one EU voice.

To take one country as an example, Germany, EU. They have enjoyed a prosperous decade or two by buying Russian energy products. Without the favourable pricing, their "edge" diminishes. This will lead to unprofitable coumpanies moving their production abroad. An example is Audi, and others, expanding their production to overseas countries. To the detriment of German auto-makers, employees and German GDP.
This will only grow if say more German companies want to survive. You may want to check the German industrialists already suggesting they cannot survive, in Germany, if the unelected EU masters pursue imposing more energy import sanctions on Russia.

The graph show on an annual basis an increase from US$45 to US$110+. Reportedly, Russian oil costs US$30 to produce. It appears that OPEC would disagree at reducing their price to those levels
