That's a lot of money - why, it's about one third of the $3.2bn dollars pledged annually for the next decade to Israel by the US government (ie US taxpayer) for military assistance alone- this does not fall under the auspice of "Official development assistance'.

Sabang, that 1 Billion is strictly money pledged and donated to the UNRWA for distribution.
It doesn't include monies donated directly to the Palestinian Authority by individual nations, the EC , Saudi Arabia or NGOs .

That is a different subject.
Personally I feel the allocations of taxpayer funded relief from many nations is too much financial assistance has been given to countries where there isn't any adequate oversight as to where the money actually goes and how the money is actually spent. (In some cases literally pissed down the toilet.)
