Ok, I'm not quite sure what an EU passport is and if Germany would have the right to give anyone such a document, but you do know the requirements to obtain citizenship in Germany, don't you - after all, the best Germany can do is make them German citizens, not Portuguese or Italian or this EU-Nationality you speak of
