Throughout the shires and provinces of middle England at any one time there are merely 3 officers to police and respond to the public's needs within a radius of 30 miles of any population centre.

That is the fucking reality of modern day policing and security of the past six years, that is the fucking legacy of Theresa May, perhaps the most loathed and despised Home Secretary among the police in the past 100 years.

Policing is much more intelligence led now, principally through electronic surveillance etc, much of which is done by civilians. There's a need for specially trained officers to be able to effectively react to incidents anywhere in the country. Using your analogy of firefighting, most efforts are focused on preventing fires starting but you still need boots on the ground to put the fires out.
