To be perfectly honest with you, BH, there isn't really any hard and fast rules set out for the mods to follow. Any janitorial activity is done on a spur-of-the-moment type situation. A few things are discussed in the mods room (a certain poster wants to be able to post in dead languages for instance, even though no one else does), but most modding is done as and when it is felt necessary by the individual mod.
It would be nice to know exactly what the guidelines are, but you would soon miss the seat-of-the-pants ride that is posting on TD.
Other mods may disagree with what I have said though.
