G, according to Thai law I am not responsible to pay it. My wife is dealing with her since they are both Thai, their will be less of a chance, but not 100%, of a misunderstanding.
Basically she commissioned the electricians, purchased the replacement parts and should guarantee the repairs unless you gave her a written order to do so.
Again your contract should clearly identify who is responsible for what and I think she is only testing the piss take waters.
I wouldn't get upset with her but would send her a copy of your signed lease contract.

Bill her a token amount, say ThB 1,000, for all the work you have paid for yourselves (but not minor repairs of course) and pay a nice lawyer to inform her that this amount will be deducted from the next rental payment.
It isn't enough to be worth arguing over and sends her a message.
It's the attitude of certain rich Thais that can stink badly, like the underlying thing about having ''big mafia police'' connections.
I've always paid for any upgrades to this building, we got it and we even paid for the electric meter and water meter, I have no problem with that, 6 years at 3,500baht per month and 4 years or more at 6k baht per month, my neighbour pays 25k baht per month for the same building, yeah maybe they will fix his water leaks, maybe not, my land lady is a nasty Korean who I see once per month at most when I goto pay the rent, she came here once many years ago, suits me![]()

It not a genetic trait, rather an ingrained attitude to doing business and how it is conducted. But, having lived in Hk for some years, speaking some lingo, rented expensive office spaces & apartments there, having had a HK Chinese wife, and now living here in Thailand I do have some knowledge and experience of doing business with the Chinese.
Basically, the attitude to business is often one of 'mutual exploitation'. Whereas we might say 'he's a good tenant, keep him happy', They might think "He's weak, and seems happy enough- he'll pay up". Of necessity I paint with a broad brush here, but it is generally not good policy to appear too lax, unparticular, or generous when you have a business relationship with a Chinese person- as they may well take that as a signal that you can be taken advantage of with no problems. Courteous poise and alertness is the attitude- oh, and don't take this 'emotional' approach that so many of your countryfolk do, keep it aloof and professional. This heart on the sleeve stuff leaves them cold.
So put your foot down chi- as a good tenant, you are certainly of value to them. My guess is they will cave in- but if they don't, be prepared to back up your words with actions, and walk. The other side to this coin is if things move against their side of the market- eg rents head south, they fully expect you to screw them down too- it is the way the game is played.
My landlord is good as gold but then he is so rich he probably doesn't even know he owns the place, his sister deals with us on his behalf.
They send us presents every year and even pay to change lightbulbs. Everything is done as soon as requested, we just have to advise the building manager.
His helicopter passes our apartment regularly. I've never looked to see if he is waving.....

I agree totally. This is the ultimate free market economy. No lemon laws, survival of the fittest. The way I read this is that you will be perceived as weak if you pay up and more importantly your rent is likely to increase at the next opportunity if you demonstrate that you can cough up ThB 7,000 without fuss.
Read my suggestion above. You need to make a token display now so that the landlord gets the message that you aren't a cash cow. Also be prepared to move, as said above. Don't be surprised to see an eviction notice for failing to pay this bill. It's another intimidation tactic. If this happens make sure you have a Thai copy of your contract and be prepared to call the police.
Don't take any of this personally, it is just business, and this is how business is conducted here.

Problem with moving is they just retain the deposit and come up with bullshit, I had an awful landlord years ago who was a bare faced liar and sold the property for way over it's value but her nasty side could help but steal 10000THB from us to make a point.
I do know that she was Chinese.
