There are many weasel clauses and assumptions included within it, including;

The tone and the requirements are all on the Syrian Government and none are called for from the armed terrorists.

That the Arab league involvement, and its own resolutions, will be accepted by Syria.

The penultimate paragraph, which calls for the UNSC to "to adopt further measures, in consultation with the League of Arab States" and allows for ANY further measures without recourse to a further resolutions by the UNSC as acceptable.

But on the other hand, that's just my interpretation.
