BRICS condemns Israel war on Gaza in signal to the West

"Leaders of major emerging economies called for an end to Israel’s war on Gaza on Tuesday, and for a cessation of hostilities on both sides to ease the rapidly deteriorating humanitarian crisis in the Gaza Strip.

In a virtual summit chaired by South African President Cyril Ramaphosa, the BRICS grouping denounced attacks on civilians in Palestine and Israel, with many leaders calling the forced displacement of Palestinians, within Gaza or outside the territory, “war crimes.”

“We condemned any kind of individual or mass forcible transfer and deportation of Palestinians from their own land,” a chair’s summary read. The group, which did not issue a joint declaration, also “reiterated that the forced transfer and deportation of Palestinians, whether inside Gaza or to neighbouring countries, constitute grave breaches of the Geneva conventions and war crimes and violations under International Humanitarian Law.”

The BRICS is made up of Brazil, Russia, India, China and South Africa, all major emerging economies looking for a greater say in a global order long dominated by the United States and its Western allies. These countries are often viewed as leaders of what is referred to in international policy speak as the “Global South”.

But it wasn’t just these five countries that spoke on the war on Tuesday. Earlier this year, the BRICS had agreed to expand and add Egypt, Ethiopia, Argentina, Saudi Arabia, the UAE and Iran as members from 2024. The leaders of these six countries also participated in the meeting called by South Africa. United Nations Secretary-General Antonio Guterres joined the summit too.

The chair’s summary — in essence a gist of the mood in the room — highlights growing calls from the Global South to end the war on the Gaza Strip. The conflict began after an October 7 attack on Israeli communities by the armed group Hamas that saw 1,200 people killed and 240 others taken hostage. In response, Israel has incessantly shelled Gaza, targeting hospitals, schools and refugee camps and killing more than 13,000 people, many of them children, in violation of international laws.

Since then, millions of people across Africa, Asia and the Middle East have marched for a “Free Palestine” and called for a ceasefire. Experts in Africa and elsewhere have accused the United States, United Kingdom and European Union of hypocrisy for claiming to be bastions of democracy and human rights while supporting Israel’s war.

A ‘growing assertiveness’

While the chair’s summary appeared “mild and somewhat balanced” according to Steven Gruzd, an analyst at the South African Institute of International Affairs (SAIIA), some countries were more combative in their presentations.

In his opening statement at the meeting, the current BRICS chair, President Ramaphosa of South Africa, said that Israel’s actions “are in clear violation of international law” and that the “collective punishment of Palestinian civilians by Israel “is a war crime … tantamount to genocide”. Ramaphosa also said Hamas had “violated international law and must be held accountable”.

India’s stance was comparatively softer, with Foreign Minister Subrahmanyam Jaishankar saying there was “a need for restraint and immediate humanitarian support”, as well as “peaceful resolution through dialogue and diplomacy”.

Many of the member states, including Russia and Brazil, have previously criticised Israel’s non-stop bombardment and now, ground invasion of the Gaza Strip. China, for its part, this week hosted a delegation of Muslim countries, officials and organisations seeking a ceasefire, including the Palestinian Authority (PA).

India, though, has not been as vocal and has in fact cracked down on pro-Palestine marches at home, seemingly siding with Israel and its biggest benefactor, the US, in what is seen as a split within the BRICS itself.

But that split did not seem glaring at Tuesday’s summit, which experts say is a first-of-its-kind meeting for a group that has previously focused on economic issues.

“I am not sure I recall a similar extraordinary summit being called,” Gruzd told Al Jazeera. “It does reflect on the growing assertiveness and confidence of the BRICS grouping, not waiting for the West. BRICS has generally shied away from political and security issues; this meeting goes against that trend.”

Together, BRICS countries represent 40 percent of the world population and a quarter of the global economy.

President Ebrahim Raisi of Iran – Israel’s archenemy – said Palestinians should hold a referendum to determine their fate.

Still, many BRICS nations — not just India — have established ties with Israel that they will be wary of severing.

China has huge investments in Israel, Gruzd notes, while India has even deeper historic ties with the country and enjoys military and technological partnerships with it. But with a fiery Iran set to join the group, India might not be able to influence how a new BRICS+ will react to Israel, Gruzd said.

South Africa, currently the smallest BRICS country, and one that itself experienced oppressive apartheid rule for more than four decades, sees its own struggle reflected in that of the Palestinians and has consistently been one of the loudest calls for a ceasefire, said analysts.

At the same time, it has long been Israel’s largest trade partner in Africa. On Tuesday, that relationship appeared to have reached a turning point.

Parliament members voted to shut down the Israeli embassy in Pretoria, signifying a turning point in the crisis. Diplomats from the country had already been recalled from Israel on November 6. Israel recalled its ambassador to South Africa, Eliav Belotserkovsky, for “consultations” on Monday in response to Pretoria’s growing hostility.

Alongside Bangladesh, Bolivia, Comoros and Djibouti last week, South Africa also submitted a referral to the International Criminal Court (ICC) to investigate whether war crimes have been committed in Gaza.

A turning point?

On Monday, South African Minister in the Presidency Khumbudzo Ntshavheni applied further pressure, calling for an ICC warrant against Israeli Prime Minister Benjamin Netanyahu, adding that it would be a “total failure” if the court did not investigate the leader.

Earlier this year, South Africa had managed to convince Russia not to send President Vladimir Putin to the annual BRICS Summit in August because of an ICC arrest warrant issued against him for war crimes committed in Ukraine. If Putin had attended the summit in South Africa, the country, an ICC signatory, would have been obligated to arrest him.

Tuesday’s BRICS stance, instigated by South Africa, might push more countries to be vocal in denouncing the war, said Muhammed Desai of Africa4Palestine, an advocacy group.

“South Africa is a significant economic and political powerhouse on the African continent as well as a country with one of the most embassies and high commissions in the world,” Desai said. “Thus, its stance and position does have clout within the diplomatic arena.”

But the coalition’s political weight is not significant enough to have any real impact on the direction of Israel’s war, others say. “Frankly, I do not think they have much leverage on Israel directly,” said Gruzd of SAIIA. “I also do not think it will have much effect on the West, besides adding to voices calling for a ceasefire.”

Their leverage is, however, growing. Dozens of nations have applied or shown interest in joining BRICS, a major reason for the expansion earlier this year, as countries seek to reduce their dependence on the US-led Western financial system.

Russia, which will hold the group’s presidency in 2024, is expected to push to use local currencies for international trade payments, as opposed to the dominant US dollar.

That platform, some say, is necessary for the voice of the Global South to be heard. “Within the global world order, BRICS offers another voice,” Desai of Africa4Palestine said, and “that is necessary to counter the current Western hegemonic view”.

I agree, but (IMO) they did what they did for a cause that they consider greater than themselves. They have brought up the plight of the Palestinians to the fore again, the US president Joe Biden has said he supports a two state solution (a state for the Palestinians), and other Muslim states have rallied to the Palestinian cause. That is a definite change in the status quo. It might eventually be seen as what some would call a "game changer", especially if the Palestinians do get a state of their own. The dead Palestinians will be seen by the Palestinians and many Muslims as martyrs for their cause, as they have been viewed before.

The Chinese Ministry of Foreign Affairs on Thursday released a paper stating China's position on resolving the Palestinian-Israeli conflict. The following is the full text:

Position Paper of the People's Republic of China on Resolving the Palestinian-Israeli Conflict.

"The current Palestinian-Israeli conflict has caused heavy civilian casualties and a serious humanitarian disaster. It is a grave concern of the international community. President Xi Jinping stated China's principled position on the current Palestinian-Israeli situation on a number of occasions. He stressed the need for an immediate ceasefire and ending the fighting, ensuring that the humanitarian corridors are safe and unimpeded, and preventing the expansion of the conflict. He pointed out that the fundamental way out of this lies in the two-state solution, building international consensus for peace, and working toward a comprehensive, just and lasting settlement of the Palestinian question at an early date.

Pursuant to the Charter of the United Nations, the Security Council shoulders primary responsibility for the maintenance of international peace and security, and should thus play an active and constructive role on the question of Palestine. In this connection, China offers the following proposals:

1. Implementing a comprehensive ceasefire and ending the fighting. Parties to the conflict should truly implement the relevant UNGA and UNSC resolutions and immediately realize a durable and sustained humanitarian truce. Building on UNSC Resolution 2712, the Security Council, in response to the calls of the international community, should explicitly demand a comprehensive ceasefire and end of the fighting, work for deescalation of the conflict, and cool down the situation as soon as possible.

2. Protecting civilians effectively. The UNSC resolution demands in explicit terms that all parties comply with their obligations under international humanitarian law, notably with regard to the protection of civilians. It is imperative to stop any violent attacks against civilians and violations of international humanitarian law, and avoid attacks on civilian facilities. The Security Council should further send a clear message on opposing forced transfer of the Palestinian civilian population, preventing the displacement of Palestinian civilians, and calling for the release of all civilians and hostages held captive as soon as possible.

3. Ensuring humanitarian assistance. All relevant parties must, as per requirements of the UNSC resolution, refrain from depriving the civilian population in Gaza of supplies and services indispensable to their survival, set up humanitarian corridors in Gaza to enable rapid, safe, unhindered and sustainable humanitarian access, and avoid a humanitarian disaster of even greater gravity. The Security Council should encourage the international community to ramp up humanitarian assistance, improve the humanitarian situation on the ground, and support the coordinating role of the United Nations as well as the UN Relief and Works Agency for Palestine Refugees in the Near East in humanitarian assistance, and prepare the international community for supporting post-conflict reconstruction in Gaza.

4. Enhancing diplomatic mediation. The Security Council should leverage its role in facilitating peace as mandated in the UN Charter to demand that parties to the conflict exercise restraint to prevent the conflict from widening and uphold peace and stability in the Middle East. The Security Council should value the role of regional countries and organizations, support the good offices of the UN Secretary General and the Secretariat, and encourage countries with influence on parties to the conflict to uphold an objective and just position so as to jointly play a constructive role in deescalating the crisis.

5. Seeking political settlement. According to relevant UNSC resolutions and international consensus, the fundamental settlement of the question of Palestine lies in the implementation of the two-state solution, restoration of the legitimate national rights of Palestine, and the establishment of an independent State of Palestine that enjoys full sovereignty based on the 1967 border and with east Jerusalem as its capital. The Security Council should help restore the two-state solution. A more broad-based, authoritative and effective international peace conference led and organized by the UN should be held as soon as possible to formulate a concrete timetable and roadmap for the implementation of the two-state solution and facilitate a comprehensive, just and lasting solution to the question of Palestine. Any arrangement on the future of Gaza must respect the will and independent choice of the Palestinian people, and must not be imposed upon them."

Tread softly on Hamas — for good reason.

"Call them pests or pushers — or simply as Rottweilers — the Israeli diplomats have gained notoriety over time as a unique breed in the international circuit who have no time or patience for niceties or propriety when Tel Aviv instructs them to go for the jugular veins of the host country where they are assigned.

The threshold was set by none other than Prime Minister Benjamin Netanyahu when in 2015 he extracted from the lawmakers on the Hill in Washington an invitation to him to visit the US, bypassing the proper channel of President Barack Obama, and address a joint session of the Congress — which he proceeded to do with elan to undermine Obama’s negotiations with Tehran on the nuclear deal.

It was a blatant interference in the US’ political system. Netanyahu not only belittled Obama and showed that his clout with the power brokers in Washington was greater than the president’s but also dictated to the White House the US’ policy towards Iran. He got away with it because he estimated, rightly so, that the American political elites were in the payroll of the Israel Lobby.

The above episode comes to mind seeing the media reports of remarks by the Israeli ambassador in New Delhi Naor Gilon who publicly demanded a shift in the Indian policy toward Palestine by banning Hamas as a “terrorist” organisation.

Gilon is a career diplomat with a track record of almost 35 years and it is unlikely he was ignorant of propriety. Conceivably, Delhi stonewalled Gilon’s demarche on Hamas and he decided to take his battle to the entrenched Israel Lobby in the Indian media.

These are times when Israeli diplomacy is desperately in need of a success story as the country’s reputation is in the mud following its barbaric cruelty in Gaza. The perception that Israel is committing genocide and perpetrating ethnic cleansing is gaining ground. From all accounts, Israel is about to launch the next phase of its military operation once the “humanitarian pause” runs out.

Unless Israel has a change of direction due to American pressure, which seems unlikely, a protracted confrontation with Hamas is in the offing. But Western pressure is lacking. The G7 foreign ministers in their joint statement on Tuesday restricted itself to support for “further extension of this pause and future pauses as needed to enable assistance to be scaled up, and to facilitate the release of all hostages.”

The statement did not, however, call for a permanent cease-fire and, on the other hand, re-emphasised the G7’s commitment to “Israel’s right to defend itself and its people, in accordance with international law, as it seeks to prevent a recurrence of the October 7 attacks.”

Despite all bravado, Israeli military hasn’t given a good account of itself so far and is smarting under that. But that is not surprising since Hamas enjoys mass support in Gaza. Therefore, a period of extreme violence lies ahead. And Israel is rallying friendly nations to stand up and be counted through its next phase of war against Hamas — India being one of them.

Israel under Netanyahu has a highly controversial past vis-a-vis Hamas. Two former prime ministers, Ehud Olmert and Ehud Barak, have given interviews to prominent western media recently alleging that Netanyahu is responsible for the rise of Hamas, having financed the movement with Qatari funds. A former Israeli general who was in charge of occupation of Gaza has actually admitted to have disbursed funds to Hamas.

These stunning disclosures by responsible people expose that Netanyahu is a man of many parts. When Ambassador Gilon demands that Delhi should declare Hamas as a terrorist organisation, it all depends on which faction of Hamas he is referring to.

Curiously, the Hebrew-language daily newspaper published in Israel under the Ma’ariv Hashavu’a brand has just come out with a sensational report to the effect that between 2011 and 2023, Netanyahu rejected at least six plans presented by the Israeli intelligence agency Shin Bet — during the respective tenures of Yoram Cohen, Nadav Argaman, and the current head, Ronen Bar — to eliminate the leader of Hamas fighters in Gaza Yahya al-Sinwar (who apparently led the assault on October 7) and other senior members of the Palestinian movement.

On Tuesday, the former Israeli defence minister Avigdor Liberman confirmed the veracity of this report. According to Liberman, Netanyahu was the one who granted “immunity” to Sinwar and other leaders of Hamas, standing against any attempts to neutralise them. “I’m stating this not as mere speculation, but as someone with personal knowledge of the matter,” he stated.

Indeed, Netanyahu has had a dubious record of systematically strengthening Hamas to deepen divisions between the Palestinian factions with an agenda of weakening the Palestinian Authority and its President Mahmoud Abbas. His ulterior objective has been to stall any and every peace process, buying time for Greater Israel project to be completed.

Ben Caspit, a leading journalist in Israel who wrote the Ma’ariv report last week estimates that Netanyahu views Hamas as a “treasure” that will help him scuttle the two-state solution. Caspit recalled that the first favour Netanyahu offered Hamas was the prisoner swap deal in 2011 that saw the release of Israeli soldier Gilad Shalit in return for 1,027 Palestinian detainees — including Sinwar.

Clearly, India should steer clear of Netanyahu’s shenanigans vis-a-vis Hamas. Hamas’ political leadership based in Doha is party to the 3-way top secret discussions on Tuesday between the visiting CIA director and Mossad chief on one side and the Qatari mediators on the other side on an extended cessation of hostilities in Gaza.

The terrible beauty of resistance movements anywhere is that they never die. In the final analysis, Hamas may well figure prominently in any future Palestine, like the African National Congress (ANC), which was a banned organisation from 1960 to 1990, eventually did in post-apartheid South Africa. (ANC maintained a representative office in New Delhi from the 1960s onwards!)

It is an open secret that Netanyahu — with tacit US backing and covert participation by Egypt and Jordan — sabotaged the holding of legislative elections in West Bank in May 2021 for fear that Fatah movement would face certain defeat at the hands of Hamas. Public opinion polls had indicated a likely landslide victory for Hamas. (See the Carnegie report titled Postponed Palestinian Elections: Causes and Repercussions)

Gilon is being clever by half to demand a reciprocal move by India for Israel’s recent ban on Pakistan-based terror group Lashkar-e-Taiba. The analogy is ridiculous. Lashkar-e-Taiba is an Islamist terror organisation based in Pakistan operating in India and Afghanistan. It began in the late 1980s as a militant wing of Markaz-ud-Dawa-wal-Irshad, an Islamist organisation influenced by the Wahhabi sect of Sunni Islam and sought ultimately to establish Muslim rule over the entire Indian subcontinent.

Hamas, on the contrary, is an indigenous Palestinian movement that exclusively focuses on the vacation of Israeli occupation. Hamas promotes Palestinian nationalism in an Islamic context. It affirms that the role of the Palestinian Authority should be to serve the Palestinian people and safeguard their security, their rights and their national project. Hamas stresses the necessity of maintaining the independence of Palestinian national decision-making and empowerment of Palestinian people.

If an analogy is to be brought into the discourse at all, the nearest could be with Sinn Fein in Northern Ireland and its militant wing known as the Irish Republican Army. "According to leaked remarks from today’s war cabinet meeting, attended by US Secretary of State Antony Blinken, Blinken told Israel it cannot operate in southern Gaza in the way it has done in the north — a presumed reference to the heavy air bombardment and crushing ground operation — and indicated that Israel has weeks, not months, to complete its declared mission of destroying Hamas.
