I'm not sure of the purpose of this Ukraine incursion into Russia. Whatever the purpose. it' a high risk strategy and could cost the Ukrainians dearly, not only by diverting an already depleted army, but also by increasing the likelihood of Russians joining up to defend their country.
So far, it doesn't seem to have stopped Russia's continuing advance in the Donetsk region, nor has Russia moved any key units to protect the Kursk region, using mainly conscripts instead.
In the end, these troops will need to be withdrawn or be lost with little significance to the outcome of the war.

Lukashenko: Belarus rearms along the border with Ukraine

According to Belarus' president, Aleksandr Lukashenko, Ukraine has stationed more than 120,000 soldiers at the border with Belarus.
In response, Belarus has moved almost a third of its armed forces along the entire border between the two countries, Lukashenko said, according to the Belarusian state-owned news agency Belta.
In recent weeks, Ukrainian troops have moved further and further into the Russian region of Kursk.
Lukashenko, who is an ally of Russian President Putin, says the border with Belarus has been mined "like never before" and that Ukrainian troops would suffer huge losses if they tried to cross it.
The news agency Reuters has tried unsuccessfully to get a comment from Ukraine. Yesterday, the report from Ukraine was that there had been no signs of Belarusian troop build-up along the border.

If not, it is a smart move by Zelensky.
It is not sanctioned per se, but they have not tried to stop the Ukrainians. The real problem is that the Biden administration is not letting Ukraine strike targets inside ruzzia. There are several airfields that are in range of ATACMS that the administration is not allowing to be hit.

The US will not allow Ukraine to use long range weapons outside Ukraine.
Not much they can do to prevent conventional incursions over the border. It obliges Putin to divert troops and possibly materiel, from elswhere and evacuate local populations.
It may also speed up the resupply of Ukraine based weaponry, currently held up in Poland and other western border countries.
On the downside, It does risk losing nato support via USA sources, which is currently held up behind the US election, and attempts by the US to get a ceasefire in the Middle East.
