One interesting future mooted for the Golan is that of a free trade zone, perhaps with joint Israeli/ Syrian territorial status. There could be considerable economic benefits for both nations. But of course that could never happen with Syria in the mess it is in now, or for as long as Isis occupies any nearby land in Syria- it must be crushed. Also very doubtful it could happen as long as Israel carries on it's illegal occupation and repression of Palestine.

Currently, while 80% conspicuously retain their Syrian nationality and identity, few Golani's would want their land to be unilaterally returned to Syria! And while I'm sure they have their fair share of grievances, the fact is that they have it a lot better than the occupied Palestinians- Israel makes it so because of the obvious strategic value of the Golan Heights. As a result, neither is the indigenous population very restive or rebellious.

A 'Peace Park' has also been mooted for the Golan Heights.

Turning the Golan into a free trade zone or a semi-autonomous dependency of Israel might possibly afford all residents, Israelis, Druze and Arab, a better option than any Syria could offer in the future.

A percentage of oil revenues returned to such a territory would boost the standard of living for all residents of the Golan.

They had full rights of citizenship in Palestine- freedom of movement, to buy and sell land and houses, engage in free trade etc. If you want to know how these rights were defined/ enshrined under Ottoman rule, you'll have to do your own research. They had the same rights as a Jordanian within Transjordan, or an Egyptian within Egypt.

Under Ottoman rule most residents were probably regarded as vassals of the Turks. After WW1 the French had authority over the area, so residents likely had a French passe-partout until Syrian independence in 1946 when Syrian passports were first issued.
