    I see. I was referring to why they (IS/ISIL/ISIS, etc) set up in Iraq and Syria.
    Well they set up in Iraq because that's where the US were at the time, waiting for the vote to go into Syria, but when that did not happen, they put their mind to setting upp ISIS instead so that they had a reason to bomb syria. Also, the security contractors were all there as well to aid and abet them, to lead ISIS missions, or to simply dress up squads as ISIS folk and do the dirty themselves as was caught on video. They then went into Syria.

    It appears that some of the terrorist have withdrawn from the Syrian peace talks. Nobody would agree with them so they called it a day and probably started slaughtering more civilians.

    It appears that Ameristan has not yet, after a few months of the ceasefire agreement being signed and being adhered too by some "moderate" terrorist, been able to separate AQD and it's own definition a group of "moderate" terrorists.     General information on the application of measures for the reconciliation of opposing sides

    Within last 24 hours, truce agreement has been achieved with representatives of an inhabited locality in the Homs province.

    The total number of settlements, the leaders of which had signed reconciliation agreements, has reached 72.

    In the ‪#‎Damascus‬ province, ceasefire agreement with a representative of armed formations (more than 500 men) has been achieved.

    The number of ceasefire application forms signed with leaders of armed groupings has reached 52.

    Results of ceasefire monitoring

    The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 9 ceasefire violations have been registered (‪#‎Latakia‬ and #Damascus – 4 for each, ‪#‎Aleppo‬ – 1).

    In the Latakia province, militants of Ahrar al-Sham grouping, which had claimed to belong to the opposition, carried out shelling with mortars and multiple launch rocket systems against positions of the government troops near ‪#‎Sandran‬, ‪#‎Rasha‬, ‪#‎Safar‬ and ‪#‎Shmaisa‬.

    Militants of Jaysh al-Islam opposition grouping carried out mortar shelling against a military hospital in ‪#‎Harasta‬ and units of pro-government troops near ‪#‎Jaubar‬, Marj Sultan and ‪#‎Arbil‬ (Damascus).

    After performing artillery shelling, militants of Ahrar al-Sham grouping took efforts to launch offensive against units of the Syrian army near Jebel Agam (to the south from Aleppo).

    Having suffered losses, terrorists retreated to positions, which they had kept before.

    Russian Aerospace Forces did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

    Additional information

    According to information received from civilians and opposition forces, Jabhat al-Nusra terrorist grouping continues concentrating its forces in north-eastern regions of the Latakia province.

    In the Idlib province, militants have shelled with mortars against Fuah for two times.

    On April 24 from 1 p.m. to 1.15 p.m., Turkish artillery was shelling positions of the Syrian government troops from ‪#‎Aluichak‬. Syrian troops did not fire in response.

    Exclusive: Assad will continue to lead Syria in a ceremonial role, ahead of a consensus administration that would eventually see him leave office, according to a leaked UN proposal.

    President Bashar al-Assad should remain in power in the immediate aftermath of Syria's war, as the Damascus government, opposition and civic society groups form a transitional authority, according to the UN envoy's peace plan, The New Arab can exclusively reveal.

    Assad would, however, be stripped of authority over the military and security apparatus as the first step in a multi-stage transition designed to draw a line under the war that has killed at least 400,000 people in the past five years.

    The proposal is mentioned in a draft communique from Geneva, believed to have been authored by UN envoy Staffan de Mistura as the framework for negotiations. The document has been leaked exclusively to The New Arab and its sister Arabic-language publication.

    "It indicates a role for all Syrians in their future state, on the basis of equality, inclusivity, with mechanisms for respect for human rights and dignity, and the right to fully participate in political processes," the document reads.

    The proposal fundamentally rejects the partition of Syria, and stresses the importance of reforming state institutions - such as the Supreme Court and wider judiciary - to become fully independent of the government.

    And unlike in Iraq, where the civil service was eviscerated in a purge of Saddam supporters - leading to a breakdown in institutional knowledge and overall bureaucratic functioning - there will be no de-Baathification process in Syria, allowing government departments to continue operating without major societal upheaval.

    De Mistura calls for: "A non-sectarian, pluralistic, democratic and multi-party state based on respect for rule of law and human rights, inclusivity, citizenship, co-existence, respect for dignity and diversity, non-discrimination, equal rights of men and women, freedom of expression, freedom of the press, freedom of religion, freedom of peaceful assembly and equal opportunity."

    Reform of government institutions should be limited to achieving those goals, he writes.

    The Transitional Government Body shall comprise 40 percent government members, 40 percent from the opposition, and 20 percent from civil society groups.

    At least a third of each are to be women, the UN envoy suggests.

    The method for selecting members of each delegation within the TGB remains unclear, but a list of 120 current officials are to be banned from holding office due to their roles in the war.

    It is thought that opposition negotiators will also insist specific people on the list are banned from leadership positions in the Baath party itself.

    Ambiguity also reigns over the confidence-building measures proposed by De Mistura. The proposal calls for an end to all proscribed attacks during negotiations - so no barrel bombs, chemical attacks or "acts of terrorism".

    As the Assad government has used the term "terrorism" to describe practically all opposition, it is likely the opposition negotiating team will be seeking further legal advice to clarify the use of the word, so as to avoid stalling by Assad's negotiators.

    The UN plan seeks eventually to hold legislative and presidential elections - under the watchful eye of the UN, and with its funding.

    "This will inaugurate the beginning of a new peaceful era for Syria," the proposal concludes.

    They confirmed their full support for the talks between the country’s Government and its opponents on determining the future structure of the state that are taking place in Geneva under the auspices of the UN. Sergey Lavrov stressed the need for a speedy withdrawal of the moderate opposition’s forces from the territories controlled by the ISIS and Jabhat al-Nusra terrorist groups and for blocking the channels for bringing reinforcements to the extremists.

    The officials agreed to continue cooperation within the framework of the International Syria Support Group.

    They also addressed other international issues, including settlement in the Middle East and topical issues of bilateral relations.

    A convoy of "ISIS" trucks with an Apache Gunship hovering next to them. Unless ISIS have gun ships, which they might when the US make the next delivery, then that gunship was not doing what obomba would have us believe.... aka blowing them the fuck up.
