So, one part of the USA democratic process has no relevance, to the foreign policy decisions.
Pray tell does any body, other than the POTUS, else have any influence on the USA foreign policy?
POTUS sets foreign policy in the US not the Congress. Congress can pass as many referendums as they wish but the president has no obligation to pay any attention to them.
The referendum passed this month was simply urging the President to arm the Ukrainians. It is hollow and means next to nothing.
