It is the Governments job to successfully negotiate all that, and prove they can Govern, stabilise society, bring their populations together, rather than create deeper divisions!!, create forward development, jobs, happiness and prosperity, be responsible, protect and take care of their citizens heeding to their needs before all else etc. etc.
Any failures by a Government to do the above, always rests solely on the Boss that be, trying to flush failures downwards with his manure is Bullshit, and we all know it!! even if one-tracked oafs and nutters like you refuse to admit it when the Boss plays on your team.

What if a democrat opposition said 'slash our bloated Defence budget by 50% right now, or we will bankrupt the government'? If the President gives in to this thuggery (which he won't, and the longer this goes on the closer the Thugs drive themselves to blessed extinction), then next year who's to say the Thugs won't say 'slash the social security budget by 50%, or we will bankrupt the government'? If it were not for the suffering inflicted on the US people, the huge blow to US prestige worlwide, and the existential threat being posed to the US and global economic recovery, I would actually be enjoying watching the thugs squirm.
Not utter nonsense, you either have a political majority and can then push through legislation as you want, or you don't, and then you negotiate until a solution is found, even if it hurts a lot on your core issues and opinion poll's. That is being a responsible Government.
You don't have the right to whine snivel and pack in, just because the opposition makes your life difficult, that is what is expected, and you are expected to show leadership and ensure the functions of society regardless, no if's or but's about it.
Just as our present social Democrat lead coalition Government is experiencing right now, having had to compromise in that coalition and take some very unpopular economic tough decisions, and that is seen as a let down by their social democrat voters who is fleeing in unprecedented numbers. They will have to work through the bad spell and hope time will prove them right before next election.
Letting the Government fail instead though, would be much much worse and unforgivable with voters, we all accept political arguments and their petty dirty games up to a point, as long as it does not affect the daily core "business as usual" in our society.
Like another poster said, if it happened in my country, it would automatically "trigger an election".
The shut-down of Government daily functions would be utterly unacceptable and irresponsible, it would be seen as a huge Government failure, and any Government would have to take the responsibility of having failed, and seek clarification from the population, either strengthening the Governments mandate, which would be very unlikely and difficult in such a situation, or getting rejected for a change, but I highly doubt it would ever come to that, it is tantamount to political hara kiri, and so it should be, so the Politicians know not to take policy issue arguments that far.
If I was a voter in the US and the political representatives started the blame game after a failure to keep Government functions running or my pay or pensions coming through, I would say, shut up all of you, and then - you are the Boss so you fvucking fix it now, and I don't care if you have to bend over and take it just fix it today, You wanted the Job yourself, so do it, that is what I pay you for.
And once fixed, then they could squabble on with all their games and petty dirty politics for all I care.
