Don't know what your definition of 'gutted' is but that's what indeed Obama has done: "But now, under the guise of providing states greater “flexibility” in operating their welfare programs, the Obama administration claims unjustifiable authority to weaken or waive the work requirements at the heart of the reform law. There’s just one problem: The law is clear that those requirements can’t be waived."

It gets a bit convoluted so go here for an objective explaination. Bottom line, looks like the work requirement clause will be going to court.

So, in other words, the ad where Romney says 'gutted' is correct as it stands.
