Marmite- I finally settled on a 21" widescreen Samsung 215tw (black) with the PVA panel type and really like it. It was about 14-15,000?
Most of the 19" LCDs have the cheaper panel (TN), and the common complaint is that solid colors display a gradient from left to right.
I tried a few cheapo TN screens and could see what people were on about. Hotspots, etc. But honestly, it's not that bad. I've done dev work with a lot worse.
PVA panels, if you can afford them, are definitely better though.

35k baht is not a lot to work with for building a beasty system, if you have to buy a decent monitor out of that as well.
You need about 8k-10k more.
I sense from you that discussing this with your boss might be a 'prompem'.
