    Macron lays out broad European offer for Iran to end war with Israel


    Europe is to make Iran a comprehensive offer to end its war with Israel that would include an Iranian move to zero uranium enrichment, restrictions on its ballistic missile programme and an end to Tehran’s funding of terrorist groups, Emmanuel Macron has said.


    The proposals are surprisingly broad, spanning a range of complex issues beyond Iran’s disputed nuclear programme, and are likely to complicate any solution unless an interim agreement can be agreed.




    One proposal recently aired is for Iran to suspend uranium enrichment for the duration of Donald Trump’s US presidency. The concept of uranium enrichment being overseen by a consortium of Middle East countries – including Iran, Saudi Arabia and the United Arab Emirates – remains on the table.


    Iran has insisted it cannot abandon its right to enrich uranium within its territory, but the pressure to make concessions is intense both internally and externally.


    Macron aired his ideas on Friday as European foreign ministers held talks with their Iranian counterpart, Abbas Araghchi, in Geneva. It is the first time Araghchi has met western-based diplomats in person since the launch of the surprise Israeli offensive against Iran a week ago.




    Araghchi has spoken this week by phone to the US special envoy to the Middle East, Steve Witkoff, and has told him he will not revive US-Iran talks in person until Israel ends its strikes.


    Before leaving for Geneva, Araghchi said: “In a situation where aggression … continues, the Americans want negotiations and have sent messages several times, but we have clearly said that there is no room for dialogue until the aggression and aggressor stop. We have no talks with America as a partner in this crime.”


    The talks in Switzerland are being held against the backdrop of a week of Israeli and Iranian strikes against each other. Trump, after days of threats followed by prevarication, said on Thursday he would delay for a fortnight any decision on whether to join Israel’s military action. But such is the US president’s unreliability, in Tehran’s view, that it sees his commitment as valueless.


    The foreign ministers from Germany, France and the UK have consulted the US closely but diplomatic sources said they were going to Geneva stressing their belief in de-escalation and the need for dialogue. The UK foreign secretary, David Lammy, met the US secretary of state, Marco Rubio, in Washington on Thursday to talk about the US red lines. The UK’s envoy to the UN, Barbara Woodward, warned Iran in a statement to the UN security council: “Any further escalation – such as restricting IAEA access, diverting nuclear material or increasing the production of high enriched uranium – would intensify the threat to international peace and security posed by Iran’s nuclear programme.”




    But she also told Israel that “military action cannot put an end to Iran’s nuclear capabilities”.


    Macron, already accused by Trump of publicity-seeking this week, set out a daunting agenda. “It’s absolutely essential to prioritise a return to substantial negotiations, including nuclear negotiations to move towards zero [uranium] enrichment, ballistic negotiations to limit Iran’s activities and capabilities, and the financing of all terrorist groups and destabilisation of the region that Iran has been carrying out for several years,” he said.


    He warned against the use of force, adding in a reference to Iran’s uranium enrichment facility at Fordow: “No one can seriously believe that this threat can be met with [Israel’s] current operations alone. Why? Because there are some [nuclear] plants that are highly protected and because today no one knows exactly where’s the uranium enriched to 60%. So we need to regain control on [Iran’s nuclear] programme through technical expertise and negotiation.”


    In the previous five rounds of talks, the US insisted that Iran end its entire domestic uranium enrichment programme, but said it would allow Iran to retain a civil nuclear programme, including by importing enriched uranium from a multinational consortium.


    Iran claims that as a signatory to the nuclear non-proliferation treaty (NPT), it has an absolute legal right to enrich uranium, a position neither the European or American powers have ever endorsed. In the past, European negotiators have proved more adept than their US partners in finding compromises, including the temporary suspension of domestic enrichment, a principle Tehran reluctantly endorsed in 2003-4.




    In the Paris agreement in 2004, France, Germany and the UK alongside the rest of the EU avoided the issue of whether Iran had a right to enrich by saying instead it recognised that Iran’s suspension of enrichment was “a voluntary confidence-building measure and not a legal obligation”. The UK position is that the NPT neither grants an absolute right to enrich nor bans it.


    Ellie Geranmayeh, from the European Council on Foreign Relations, warned against Europe making excessive demands. She said: “Over 20 years of negotiation, Europe has used its diplomatic experience to find imaginative solutions and off-ramps faced by extreme positions adopted by America and Iran. It would be a lost opportunity if Europe, seeing Iran weakened, threw away the chance to play that role again by setting ultimatums that are even more demanding than the position adopted by the Trump administration, and which Iran will never accept.”


    Such is the tension around the talks that one of Araghchi’s advisers, Mohammad Hossein Ranjbaran, claimed Israel had tried to assassinate the foreign minister, and that guarantees had been sought about his safe passage to Europe.


    Russia has offered to mediate talks, a proposal rejected by European leaders.


    Iran may be in a weak position militarily with its air defences down, but for as long as the US delays a decision on whether to use its unique “bunker busting” bombs to try to destroy the Fordow plant, the Israeli prime minister is in a quandary.




    Benjamin Netanyahu’s hopes for regime change inside Iran have also been dealt a blow since even opponents of the Iranian government, both domestic and foreign, do not support his assault. Narges Mohammadi, the Iranian Nobel peace prize winner, said in a message to Trump: “Not only do not join this war but seek to stop it and establish peace throughout the Middle East.”


    A large turnout for Friday prayers in Tehran suggested Israel had created an atmosphere of rare national unity in the face of an external enemy.


    That has left Reza Pahlavi, the exiled son of the former shah and opponent of the regime, relatively isolated in closely associating himself with Israel.


    Some reformists are arguing internally that enrichment is a sovereign right but that if it comes at the expense of the country’s destruction then that right should be suspended.

    IAEA Warns of Nuclear Disaster if Israel Strikes Iran's Bushehr Plant

    The Middle East risks a nuclear catastrophe if Israel strikes Iran's southern nuclear facility in Bushehr, the head of the UN atomic watchdog warned on Friday (Jun 20).


    Rafael Grossi, director of the International Atomic Energy Agency (IAEA), told the UN Security Council that while no radiation has been detected so far from Israel’s week-long military campaign against Iran, the risk remains high, especially if Bushehr is targeted.

    “Countries of the region have reached out directly to me over the past few hours to express their concerns, and I want to make it absolutely and completely clear — in case of an attack on the Bushehr nuclear power plant, a direct hit would result in a very high release of radioactivity,” Grossi said.


    The Bushehr reactor, located in southern Iran, is the Middle East’s first civilian nuclear plant and contains thousands of kilograms of nuclear material. Grossi warned that a direct hit or even damage to the electrical lines powering the site could trigger a meltdown.


    POTENTIAL FOR REGIONAL IMPACT


    In a worst-case scenario, Grossi said evacuations and shelter orders would need to be issued across areas within several hundred kilometers of Bushehr, potentially affecting population centers in the Gulf Arab states.

    He added that civilians may also be required to take iodine and face disruptions in food supplies. The plant sits near a vital artery of the global economy, heightening the stakes of any possible fallout.


    Construction on Bushehr began in the 1970s under Iran’s then pro-Western shah. While initially assisted by German firms, the Islamic Republic has worked with Russia to complete and maintain the facility since the 1990s.


    CALL FOR DIPLOMACY


    Grossi reiterated his appeal for diplomacy, saying the IAEA is prepared to mediate a deal and ensure Iran does not develop nuclear weapons.


    “The IAEA can guarantee through a watertight inspection system that nuclear weapons will not be developed in Iran,” he said.

    There will be no boots on the ground there, so you are attempting to compare apples to oranges. The idea is to cripple the IRGC nuclear program, not regime change. If the Iranian people rise up and overthrow the IRGC that is the cherry on top.

    The regime change that needs changing is Israel not Iran. Netanhayu is the leader that needs to go. He is the one that has destabilised the region and turned many outsiders against Israel. His brutality is not the answer. It will lead to more hostility in the long term.

    US warplanes just dropped a full load of bombs on Iran's most heavily fortified nuclear site

    US military aircraft have struck three Iranian nuclear sites, including the heavily protected Fordow site, President Donald Trump said early Sunday morning local time.

    "We have completed our very successful attack on the three Nuclear sites in Iran, including Fordow, Natanz, and Esfahan," Trump revealed in a Truth Social post. "All planes are now outside of Iran air space," he said.


    The direct attack on Iran marks a major escalation and takes US involvement in the ongoing conflict between Iran and Israel to a new level. Trump has been weighing whether to strike Iran for several days.


    The strikes notably risk Iranian retaliatory attacks that could harm US forces in the region, which Tehran has already threatened.


    The president said a "full payload" of bombs was dropped on Fordow, one of Iran's main nuclear enrichment facilities. Trump described it as "the primary site." Fordow is heavily fortified, with its key facilities deep underground in a mountain.


    It's unclear what aircraft were used to carry out the strikes.


    Earlier on Saturday, open-source intelligence accounts were tracking the movement of several B-2 Spirit stealth bombers from their base in the US across the Pacific, with speculation that the bombers were fully loaded and potentially heading for Iran.

    The B-2s are thought to be the only aircraft that can carry big enough bunker-buster bombs, like the GBU-57 Massive Ordnance Penetrator (MOP) needed to breach Iran's most fortified nuclear sites.


    The Defense Department and US Central Command, which oversees Middle East operations, referred Business Insider to the White House for additional questions. The White House did not immediately respond to a message.


    "All planes are safely on their way home," Trump said. "Congratulations to our great American Warriors. There is not another military in the World that could have done this."


    He added that "NOW IS THE TIME FOR PEACE! Thank you for your attention to this matter."


    The bombing runs come after several days of speculation about whether the US would join Israel in striking Iran.


    Last Friday, Israeli officials announced the start of a new operation aimed at degrading Iran's nuclear program, which has long been a goal of Prime Minister Benjamin Netanyahu. The Trump administration had favorited a diplomatic approach, trying to reach a new nuclear deal with Tehran.


    Over the past week, Israeli fighter jets have carried out far-reaching airstrikes across Iran, targeting its nuclear program, top scientists, senior commanders, air defenses, missile launchers, bases, and other high-profile military infrastructure.
