Off Topic of Russki espionage I know but I think many of the tensions in developed countries with welfare states like EU Oz and UK is that newcomers are seen as free riders on Health Education and welfare that other existing , retired taxpayers and their ancestors have funded at high price.
As there's not much free welfare here there's less resentment
