Well I don't think we can really understand the situation without being there and seeing the context.

It could be that they were behaving perfectly reasonably and the woman who complained was out of order; or it could be that they were behaving suspiciously and deserved attention. In the latter case the behaviour may have been as a prank or as you suggested to engineer a situation which would allow them to take financial advantage of the airline/airport.

In any case I would be disappointed to see it turn into a litigation circus but if it was a prank or engineered then litigation is outrageous.
