    He's obviously referring to the billions in aid and loans supplied to Japan after WW2 to ward off starvation. No one suggested that the US was responsible for the tremendous economic strides they made themselves. The US and western Europe provided a marketplace for cheaply produced Japanese goods which fueled their economic expansion.
