Do you really think this will stop the thieving? not a show, there are several children of higher ranking cops attend my daughters private school, they are all way richer than I. Two drive new model Camrys and one a new Honda accord. You can pay them whatever, they still won't change.
Does being well off stop the politicians from thieving? of Course not, it endemic to the culture.

I wasn't really saying that by simply paying them a 'proper' salary would stop them taking tea money, as you say, this is ingrained already.

Only a full flush out and start over could possibly stop the corruption.

My original point was though, drink driving is not policed enough here in LOS. Banning alcohol sales frankly is ridiculous! Can anybody tell me why you can't buy alcohol between 2-5pm? But I can if I'm buying a large quantity? I still don't understand the logic behind this one?!

When Singapore became independent, one of the major efforts they made was to stamp out corruption - from business, and from the police force. They took the position that even anonymous complains of corruption HAD to be investigated (that did change a couple of years back though). The fact that Singapore has one of the strongest economies in the area is probably not unconnected.

The main problem is they dust these breathalyzers off for a week or 2 and then put them away until they are reminded about them again.

Nowhere near as lucrative and for those coppers who stand at the toll booths or behind trees on the motor ways and attempt to extort money for no particular reason.
