There's an American vlogger goes by the you tube name of sabbatical . Interesting guy. He tried to enter but it was impossible. He speaks Chinese so asked a lot of questions even the guards at the checkpoint were from myannmar. He simply couldn't get in there. It is indeed a country inside another country. That's fucked up . But the Lao are letting it happen
