    Central Bangkok 'safe' from floods: Thai PM

    BANGKOK — Thai Prime Minister Yingluck Shinawatra declared Bangkok's central business district safe from floods on Saturday, as the death toll around the kingdom approached 600.

    Yingluck was speaking in her weekly radio and television address from the Indonesian resort island of Bali, where she is attending regional summits.

    "It's certain that the inner zone of Bangkok will be safe from floods, as the measures to hold floodwaters have been successful," Yingluck said.

    Yingluck said the drainage of floodwaters in the western part of the capital was progressing slowly and she was confident that a key road linking the city to the country's south would not be cut.

    "Many feared that Rama II road may be submerged, but it's unlikely now and if it is inundated it will not be serious," she said.

    The Department of Disaster Prevention and Mitigation said in its daily update Saturday that 595 people have been killed in floods and two are still unaccounted for.

    Bang Chan Industrial Estate Keeps Close Watch on Flood

    UPDATE : 19 November 2011

    While flood waters have receded in several areas in central Bangkok, Bang Chan Industrial Estate continues to face the threat of flooding. The estate is keeping a close watch on the flood situation after the Phraya Suren sluice gate was allowed to be opened earlier this week.


    10-40cm flood water is seen on the road in front of the Bang Chan Industrial Estate from the Bang Chan Intersection (Minburi-bound). The front of Saha Union also sees some flooding while the inner area is protected by a sandbag barrier and water pumps.

    The flood barrier along Seri Thai Road has also been raised to prevent water from flooding the road in front of the industrial estate. However, the estate is keeping a close watch on the flood situation after the government gave in the locals' demand and opened the sluice gate at Phraya Suren. Residents in Lum Lukka demanded the government open the sluice gate by 1 meter to allow the flood water from their area to be drained after a prolonged period of flooding.

    Meanwhile, the Hydrographic Department, Royal Thai Navy forecast the high tide in Chao Phraya will reach the maximum of 2.1 meters above average sea level today at 1.46PM.

    Bkk Governor to Kick off Big Cleaning Day in Bangplad Tomorrow

    UPDATE : 19 November 2011

    Bangkok governor Sukhumbhand Paripatra has invited volunteers to join the Big Cleaning Day event in Bangplad tomorrow to help clean the streets of the debris left by the floods. He also promised to do his best to make sure Bangkokians would be able to enjoy the upcoming New Year.


    Bangkok governor Sukhumbhand has invited volunteers to participate in a big cleaning event titled "Rebuild Bangkok, Together We Can" on Sunday, November 20 from 10AM onwards. Those who are interested in helping clean the streets of the debris left by the flood can meet at the front of Lotus, Charan Sanitwongse. Together city officials and members of the public will help clean the streets, public telephone boothes, benches, bus stops and other street fixtures from Yanhee Hospital until Bangplad Intersection.

    The Bangkok governor is urging interested participants to use public transports and prepare their own cleaning equipment.

    Meanwhile, the water in Rama II Soi 69 has decreased by 15cm after the Bangkok Metropolitan Administration (BMA) was able to drain water from Thonburi Housing Project 1. Additional sandbags have also been placed along Lotus Rama II (near Lad Lumpoo Canal). The flood water level remains high at nearly 1 meter at DK Housing Estate.

    The water level on Phutthamonthon 2 Rd. near Bangkae has declined marginally to 70-80cm.

    Bangkok will clean before New Year

    All flood-hit areas in the capital will be cleaned up within December 31 to give as a New Year present to Bangkokians, Bangkok governor Sukhumbhand Paribatra said on Saturday.

    Mr Sukhumbhand said this after jointly chaired an activity to open the “Big Cleaning Day” event at Lat Phrao intersection on Phahon Yothin road with Army Region 1 commander Lt Gen Udomdej Sitabutr.

    The event was held after the floodwater at the main intersection in inner Bangkok had receded.

    “Lat Phrao intersection was inundated for several days and after the water receded, a large number of sludge and debris were left behind. The cleaning up day is organized to give back cleanness to Phahon Yothin road”, said Bangkok governor.

    The cleaning up activity will be held in other areas after the floodwater has receded to make Bangkok clean before the coming New Year festival, he added.

    Flood death toll rises to 594

    A total of 595 people were confirmed dead and two people were missing in the floods that have inundated many provinces for more than three months, the Disaster Prevention and Mitigation Department reported on Saturday.

    The floods still prevail in 18 provinces, affecting 1,921,263 households, the department said.

    The provinces are Nakhon Sawan, Chainat, Angthong, Ayutthaya, Lopburi, Saraburi, Suphanburi, Nakhon Pathom, Pathum Thani, Nonthaburi, Samut Sakhon, Samut Prakan, Ubon Ratchathani, Roi Et, Kalasin, Chechoengsao, Nakhon Nayok and Bangkok.

    The department on Friday, Nov 18, reported the death toll at 594.

    Lamlukka Flood Dispute Settled

    UPDATE : 19 November 2011

    The government flood center and other agencies concerned have agreed to open three floodgates to the demand by flood-stricken residents in Lamlukka district in Pathum Thani to alleviate their plight.

    The opening of Phraya Suren, Lammortaek and Klong Song floodgates is expected to help reduce the flood level at Lamlukka communities by three to five centimeters daily.

    An agreement was reached on the floodgate opening after a two-hour meeting between representatives of agencies concerned and residents in Lamlukka and Bangkok's Sai Mai District.

    Dutch expert: Widen Big Bag gaps

    Assoc Prof Dr Seri Suparathit of the Rangsit University Centre on Climate Change and Disaster, said on Thai PBS Saturday night that Big Bag gaps must be opened wider if Don Mueang is to dry in 3 weeks.



    Today Dr Seri and Dutch water expert toured Bangkok North, especially Don Mueang area.

    Dutch expert agreed with Dr Seri that Khlong Prem Pachakorn is the main route to drain floodwater from Bangkok North. But at the moment, the canal cannot be used to its full potential due to massive rubbish and impediments.

    Yesterday rubbish was everywhere. It is still full today, clogging Khlong Prem.

    The floodwater level difference at Big Bag barrier is 15cm.

    From Don Mueng, Dr Seri and the expert drove 4-wheel pick-up along up and down Vibhavadi to look at Song Prapa Rd, Khlong, Khlong Bang Khen.

    Khlong Prem pumping station at Bang Sue district sees low water level due to not enough floodwater to be drained off even though Khlong Prem overflowing banks up north due to its slow moving from being impeded by massive rubbish and other impediments. Travelling down south to North Park the water moves 3 times faster due to nearing pumping station and less rubbish.

    In short, BMA has high pumping capacity but not enough floodwater to be drained off.

    Solution: Declog Khlong Prem by scooping up rubbish and get rid of illegal structures along the canal which impede waterflow.

    The Dutch expert also recommended opening Big Bag gaps wider to let more floodwater in as the water levels at Bang Sue and Khlong Prem drainage stations are very low now.

    Dr Seri estimated that if BMA let the status quo prevail, expect to see Don Mueang dry in 40 days. But if rubbish is cleared from Khlong Prem and Big Bag gaps are opened wider, Don Mueang can be dry in 2-3 weeks.

    Dr Seri also reported that Chulalongkorn gate and Khlong Rangsit gate see lower water level as well at Big Bag barrier.

    About 240 million cubic metres of water mass above Bangkok North at Rangsit is still there to be managed.

    It will take about 1 month to drain off.
