    All 489 NGV Buses came from China. Massive Fines and Import Taxes levied.



    The Customs Department has ruled all 489 air-conditioned NGV buses imported by Beslin Group, the company contracted to procure a 489-unit bus fleet for the Bangkok Mass Transit Authority, came from China, not Malaysia as declared.

    The ruling came after a dispute over the first 100 buses which arrived at Laem Chabang port nearly two weeks ago, when the importer claimed they were made in Malaysia.

    As a result, Beslin Group will not be eligible for the 40% import duty exemption under the Asean Free Trade Area (Afta) and will have to pay a fine equal to two times the tax due for each 2.95-million-baht bus.

    718 million baht in import duty for all 489 buses.

    Plus a 230 million baht fine for the 100 falsely declared buses.


    I believe that they were also being forced to pay for the parking while it was being sorted out, at a massive daily rate.

    The importer was Bestlin Group, not Beslin as reported.

    I went on one of those yellow Chinese buses at the weekend. Probably 10 years old and it was falling to pieces. The 20 year old orange eurobuses are in better nick and much better made.

    BMTA labour union to demand NGV bus supplier blacklisted

    The labour union of Bangkok Mass Transit Authority (BMTA) has asked the city bus operator to demand Bestlin Group to deliver all the 489 NGV buses to BMTA within December 29 deadline.

    The union’s request for quick delivery of the bus fleet was contained in a petition presented to Deputy Transport Minister Omsin Chivapruek on Wednesday following press report that Bestlin Group which won the bid to supply 489 NGV buses to the BMTA admitted that the buses originated from China and were not assembled with 40 local content in Malaysia as earlier claimed by the company.

    BMTA labor union president Veerapong Wongwan said the union would pressure the city bus agency to blacklist Bestlin Group. He added that the union would look into the procurement contract between BMTA and Bestlin Group to find out if the contract was tailor-made to benefit or give advantage to the company or not.

    Veerapong noted that the delayed delivery of the bus fleet would impact on the bus agency’s rehabilitation plan and on bus commuters.

    Of the BMTA’s 2,700 existing buses, only 2,500 of them are in working conditions and the new NGV buses are meant to replace the obsolete buses many of which have been in use for 20-24 years.

    Mr Omsin, meanwhile, said if Bestlin Group fails to deliver the bus fleet to BMTA within the December 29 deadline, the company will face being blacklisted and face a fine of 17,000 baht daily for each of the bus fleet.

    He insisted that the deal between BMTA and Bestlin was transparent. The problem, he pointed out, stemmed from the fault of the company in the importation of the bus fleet.

    The first lot of 100 buses are now held up at Laem Chabang deep-sea port by the Customs Department, pending the payment of import tax after it was discovered that the buses came from China and not from Malaysia.

    If you beat the competition then make sure you do it with a small margin otherwise they may get upset and ask for an investigation.

    They were dealing with R&A Commercial, a reasonable size Malaysian vehicle reconditioner.

    The murky world of Malaysian used vehicle reconditioning mostly revolves around a tax dodge, supposedly rebuilt in Malaysia they escape various taxes and restrictions. In reality many are used vehicles driven straight off the boat from Japan on to the lot and a large margin added.

    R&A are not in this business, they strip and fix and repaint old commercial vehicles to extend their life, basically taking clapped out cheap trucks and adding value. I struggle to see that 40% of the parts would be swapped but the value added and work in Malaysia could easily be 40% of the resale value.

    Why therefore would you buy buses from them unless they were already second hand?

    Methinks these buses are not new but are cheap tarted up old buses from China. How long they will last is anyone's guess but I suspect .....

    Bangkok Mass Transit Authority (BMTA) will give more time for Bestlin Group to secure financing to pay for the import taxes and fines for Chinese-made 489 NGV buses to be delivered to the city bus operator.

    BMTA director Surachai Iamwachirakul said Monday that it was doubtless that the company which won the auction to supply the city bus operators with 489 NGV buses could not deliver the bus fleet within the December 29 deadline because the company could not secure the fund needed to pay the Customs Department for the import taxes and fines imposed on the company for declaring the false origin of the buses.

    The buses were supposed to be assembled in Malaysia with 40 percent local contents which would have enabled Bestlin to be eligible to tax free under the Asean free trade zone. As it turned out, the bus fleet was shipped from China in fully-assembled form and re-routed to Malaysia supposedly to be assembled which never actually took place. The buses were shipped to Laem Chabang deep-sea port.

    Customs Department have impounded the bus fleet at the port pending payment of import taxes and fines.

    In case the buses could not be delivered within December 29 deadline which is only three days away, Mr Surachai said Beslin Group would be fined by the BMTA 17,000 baht a day for each bus for the delay.

    He indicated that the city bus operator had a Plan B in store in case delivery could not be made and the contract was to be scrapped, but he declined to elaborate.

    Newly imported NGV buses charged 3.7 million in fees per vehicle

    BANGKOK - 29 December 2016 (NNT) - The Customs Department has stated that the NGV buses imported by Super Zara Co will be charged 3.7 million baht per vehicle in import fees.

    Deputy Director-General of the Customs Department Chaiyut Kumkun revealed that Super Zara Co must pay 3.7 million baht per bus in import fees. The total fees include a 40% import tax and a deposit of twice the tax amount. Super Zara is an affiliate of Bestlin Group contracted by the Bangkok Mass Transit Authority for the procurement of NGV buses.

    The company plans on importing a total of 389 buses and is scheduled to pay fees totaling 422 million baht. The Customs Department has threatened to impound the vehicles if the company fails to pay the import fees within one-and-a-half months. -
