1,600 sq km is actually 1,600,000,000 sq m (1 sq km = 1,000,000 sq m- it's 1000m x 1000m) so it would be one camera every 1600 sq m.

But then that would mean 1,000,000 (cameras) x 1.6 sq km or one camera for each of the 1.6 MILLION square kilometres wouldn't it?
