The 97% consensus is only that man has an influence on global warming. There is no consensus on whether man has a significant effect on global warming nor a consensus that man's influence on global warming will lead to catastrophe.

Elon Musk has been pouring money into this tech, he has not gotten there yet, he is not even having his tech patented, its all out there for anyone to copy or improve upon. If the tech existed it would have been out already.
It will come, but the tech is not there yet, maybe when graphene batteries are a reality it will be possible.
On top of that only about 50% of the oil produced goes into powering transportation, and if you switched all transport to electric, you would need far more fossil fuel power stations to get that electricity, the only other viable viable power stations are nuclear, but these are being closed.
