This concept was pushed by the character 'Duke' in the cartoon strip Doonesbury, when Trudeau ran Duke as a spoof presidential candidate.

One of Duke's election pledges was to make the carrying of guns compulsory. The reasoning being 'Punks will think twice about mugging you if they know you are carrying a piece'

Although the series was intended as a spoof (at least I hope it was) a lot of pundits questioned whether there wasn't a lot of sense in the arguments.
