The accounts of mistreatment were contained in FBI documents released yesterday (pdf) as part of a lawsuit involving the American Civil Liberties Union, a civil liberties group.
In the 2004 inquiry, the FBI asked nearly 500 employees who had served at Guantánamo Bay to report possible mistreatment by law enforcement or military personnel. Twenty-six incidents were reported, some of which had emerged in earlier document releases.
Besides being shackled to the floor, detainees were subjected to extremes of temperature. One witness said he saw a barefoot detainee shaking with cold because the air conditioning had bought the temperature close to freezing.
On another occasion, the air conditioning was off in an unventilated room, making the temperature over 38C (100F) and a detainee lay almost unconscious on the floor with a pile of hair next to him. He had apparently been pulling out his hair throughout the night.

Over what time span? Concerning the FBI report, read the dates the claimed events took place, 2002, 2003? It's been years since I read the pdf. of the FBI reports. Bennet filed his report in 2006.
The US court system is slowly working out what is legal at GITMO. The system works.

People not guilty of crimes get caught up in nets everyday everywhere. It's called life. The idea is to keep your eyes open and don't get in the car with a bunch of idiots on a Saturday night joyride.
I understand some people got ratted to the CIA just because they lived on another block and had a different last name. That shit happens everywhere too. Eventually, it gets sorted. The procedure at GITMO has been dynamic. It was severe initially because the USA didn't know what it was up against. The farther down the road the more changes have been made. It's a massive bureaucracy. I think it's performed fairly well. It's tough for individuals caught up in the net but that sort of thing happens everyday everywhere, as I said.

Besides which most democratic nations have due process and habeas corpus to ensure that you can't be arbitrarily detained or that, if you are, you have the right to face your accusers and the accusations against you.
Due process is there for a reason and dates all the way back to 1217 and the Magna Carta. Dismissing that so whimsically and easily is not a road that should be travelled.
