The group decided to reject a group deal three items, with China. Some individual countries are still discussing bilateral deals.
The alleged deal being discussed:
"China was seeking a wide-ranging deal that covered free trade, police cooperation and disaster resilience."

No mention of a "security", well, not like the OZ and SI agreement.
"Mr Bainimarama said at a press conference with Mr Wang. "Fiji will continue to seek fertile ground for our bilateral relationship"

He's obviously read and believes it will be like the OZ - Solomon Islands one.
OZ has yet to define, present, agree and sign, it's undefined "is hoping for" deal, with group wide or individual countries.
"In the wake of the Pacific nations' decision, Foreign Minister Penny Wong said Australia wanted to build a "stronger Pacific family" through security and defence by bringing "new energy" to the region."
One wonders why there have been any progress in assisting "development" since 1945
Might be a clearer analysis.
Rather than, "Piss off China".
The existing Foreign Defence and Trade OZ agreement with The Solomon Islands appears rather over intrusive.
Article 2
"Scope (1) At the written request of the Solomon Islands, and subject to Australia’s acceptance of that request based on its assessment of the circumstances, Australia shall deploy...."
Giving away sovereignty to OZ and anybody OZ invites into Solomon Island territory.
No identity published as to who/what is to represent the "Solomon Islands and invite OZ + anyone OZ desires. The Prime Minister, the Prime Ministers dog or just a piece of paper, dropped anonymously, into the local post office.
