let me try and make it simple for the not so bright....if a non-partisan approach was taken towards setting up congressional districts, said districts would have voters from all points on the political spectrum...which in turn would make it more likely that moderates would be elected....resulting in the government being able to actually do the work it is supposed to do.
The Supreme court has smacked down several conservative states in the last few years and ordered that they redraw districts. In both the 2012 and 2016 elections the Dems have won more votes but somehow controlled less seats in congress. Gee how could that be happening?

Reflection on the reasons why Dems lost to such a pathetic and totally inept candidate (the second worst candidate in history) is really critical to ensuring such a disaster doesn't happen again.
I don't really see that happening though. Power and monied interest certainly have no use for such an exercise, and the voters are too busy being distracted by Trump's daily flailings.
