I've no idea who requested it. It allegedly was produced and issued "by the UN Secretariat".
The UN denied it existed, but it was attached as an annex to another document.
The document on page 13 of the principles list some conditions, one of which is state:
"The UN shall consider carefully human rights and protection implications, especially with regard to where and how assistance is provided.
UN assistance must not assist parties who have allegedly committed war crimes or crimes against humanity."
Which ameristan and probably others, alleges, Syria has committed, not that any proof has been given.
As such, no assistance is to be given to Syria, which some countries are using as an excuse as to not aid any returning Syrian refugees.
