UAF aviation: five years of shame

"Five years have passed since that memorable day when on June 2nd 2014 an attack jet of the Armed Forces of Ukraine struck a blow on the building of the Lugansk regional state administration. It wasn’t the first episode of the use of aviation in the civil war in Donbass. Military jets passed at low heights and broke the sound barrier over the residential quarters of the cities, intimidating the population.
Helicopters gave fire support to the Ukrainian troops during the militia’s first unsuccessful storm of Donetsk airport. But the airstrike on the office building in the city center in broad daylight was an obvious crossing of the “red line”, therefore its emotional influence was also extremely strong.
This case cannot be attributed to excesses that happen during combat operations. It was not an accidental attack on a civil target or a pilot error. The blow was struck purposefully, and it was a terroristic blow. The task of the pilot was to show to the uprising residents of Donbass that on the territories not controlled by the Kiev authorities there are no forbidden targets and that Kiev will use the entire range of arms available to it against Donbass. Precisely against Donbass, and not against the militia; contra the civilians who Ukraine organized a blockade against, trying to starve the rebellious region; against the children who were promised basements by Poroshenko instead of schools; against pensioners whose social payments were blocked.
Kiev “strategists” used aviation, first of all, as a weapon of terror. But its role in combat operations also should not be understated. It’s not a coincidence that in all the civil conflicts of recent times that erupted with the direct support of the US and collective West, Washington sought to deprive the legitimate government of an opportunity to use aviation. Having lost air superiority, the government sooner or later loses the war. Even the persistently resisting Assad was on the verge of defeat before being saved by the Russian aviation group. Having returned to Syrians power over their sky (under the cover of the Russian Aerospace Forces the Air Force of the Syrian Arab Army also renewed its activity), Russia allowed Damascus to break the course of military operations, having turned defeat into a victory.
If the rebels did not manage to break the resistance of government forces, even deprived of aviation support, then the US and their NATO allies started the air offensive against the government, definitively changing the balance of forces in the conflict. It was like this in Yugoslavia and in Libya, and affairs were leading towards this also in Syria, where the direct aggression of the West was prevented by the deployment of the Aerospace Forces.
The Ukrainian army had a too obvious quantitative and technical superiority over the militia, and the conflict itself has been in a frozen state by the Minsk Agreements for a long time. Thanks to this, the short episode of the participation of the Ukrainian aviation in combat operations is now half-forgotten, and its importance is understated. Nevertheless, it is necessary to note that the first victories of the militia supported by Russian volunteers and the freezing of the conflict became possible only after it was succeeded to clean the sky from the Air Force of the UAF.
Moreover, at least one attempt was made to neutralise the action of the air defence systems defending the interests of the militia. I mean the joint provocation of Ukraine and the West that destroyed a Malaysian “Boeing” over Donbass and accused the militia, and indirectly Russia too, of doing it. The downing of the “Boeing” became the reason for introducing anti-Russia sanctions, that’s why the direct task that was in the process of being solved but wasn’t solved by the organisers of the provocation disappeared from the focus of public attention. And it consisted of compromising the air defences of the militia, which were undoubtedly organised not without the help of Russia, and to open the skies for Ukrainian combat aviation.
The downing of the “Boeing” happened on July 17th, exactly at the height of the first active phase of the fighting in Donbass, at the critical moment when the destiny of the entire campaign was being decided. It happened after a series of outstanding successes of the air defences covering the rebels, who shot down about ten warplanes, approximately the same number of helicopters, and the military transport plane transporting a company of paratroopers to the airport of Donetsk. The loss of aviation support predetermined the falling of the Donetsk and Lugansk airports, which for a long time were considered by Kiev as the foundation for the organisation of a storm of the respective cities. While the air bridges still worked, Kiev was able to concentrate at the airports any number of troops and provide them with everything they need for the necessary storm. By the way, it is precisely in this way that the airport of Kramatorsk (which the militia did not manage to capture) was used during the storm of Slavyansk by the UAF. The ability of Kiev to quickly send reinforcements and ammunition depreciated all the tactical successes of the militia at the first stage of the defence.
The organisation of the September and August cauldrons would also be impossible if the aerial domination of the Ukrainian aircraft had remained. Control over the skies would paralyze the movement of forces and the artillery supporting the militia. In turn, the Ukrainian troops would not lose contact with the rear.
Thus, the fight for the sky became the most important stage of the fight for Donbass, although it is still understated today. The Ukrainian authorities, the Ukrainian army, and Ukrainian society covered themselves during this stage of civil war with eternal shame. War criminals in suits were giving orders to carry out terroristic strikes on obviously civil targets, war criminals in uniforms executed these orders, and pilots did not hide that they bombed civil objects for money. They knew that it’s not the Motherland that they were defending. They were performing the role of mercenaries in someone else’s dirty game. But an opportunity to earn a bit of extra money suppressed their conscience. But Ukrainian society hypocritically argued about “exploding air conditioners” and laughed at the footage of women who were ripped into pieces, claiming that the army is fighting against “Russian aggression”.
When inhabited massifs are shelled by artillery, the targeting of guns and mortars can be justified by saying that they don’t know what they are hitting. Like saying: the order with a reference to intelligence data arrived, and it is impossible to check who mixed up the coordinates and how. But the pilot of the combat jet perfectly sees whom he uses unguided missiles and bombs against. He cannot refer to “ignorance” to justify himself. Probably, that’s why artillerists are not paid extra for each shell fired in the same way that pilots were paid for each sortie.
Russia in parallel fought against the West in the political and diplomatic field, neutralising its provocations via transparent hints and demonstrations. The last word in this regard also belonged to Moscow and Donbass. When – after the Malaysian “Boeing” was downed, against the background of the anti-Russia hysterics in the western media – Ukrainian aviation made an attempt to return to the skies of Donbass, the militiamen showed an airfield where among several small aircraft there was also one combat jet (according to the official story – they were repairing a downed Ukrainian one), and the Russian media did not exclude that now the militia, which by this moment had already “repaired” several hundreds of tanks, armoured combat vehicles, and artillery systems, can “repair” several tens of combat jets too. Well, and teaching a miner to fly isn’t at all a problem.
The West understood the hint, and the topic of returning the Air Force of the UAF to the skies of Donbass was closed forever. The lives of the passengers and crew of the Malaysian “Boeing” were sacrificed by the western provokers in vain.
But, although the aviation of the UAF left the skies of Donbass, the war criminals on the land remained. During those five years that passed since the memorable airstrike on Lugansk, their quantity only grew. Among them are not only Generals who planned to use the army against their own people and not only mercenary pilots, who were one of the first to start the war. Among them are artillerists, tankmen, infantrymen, paratroopers, “volunteers”, and “helpers”. And now they are being replenished at the expense of the president Zelensky and his team. It’s not them who started this war, but they are continuing it. Like Poroshenko, they did not stop it, and now they bear responsibility for all bloodshed, and not only the blood that is yet to be spilled, but also the blood that already was spilled. Including responsibility for the airstrike on Lugansk on June 2nd 2014."

"Five years ago, when Angela Merkel, at the time the respected leader of the European Union’s largest economy, was interviewed on the subject of the biggest problems facing the world, she opined that they would be the following three key ones:
• Russia’s annexation of Crimea
• Ebola epidemic
• ISIS in Syria
I am happy to report that over the intervening period all three of Frau Merkel’s most important problems facing the world have been solved, and she can now retire in peace. Ironically, none of them have been solved by her, her government, her nation, the whole of the EU, or the collective West in its entirety.
After the rhetoric surrounding Crimea died down, it turned out that the Crimeans themselves voted overwhelmingly to join Russia while Russia only acceded to their lawful demands. The Crimean Tatars—a significant minority—are particularly happy now that their language has become one of the three official ones, joining Russian and Ukrainian. Meanwhile, the rhetoric in Western media has stayed the same, but the facts behind it have turned out to be null and void. The use of the term “annexation” is particularly fact-free: in international law, annexation requires the use of force; voluntary annexation is not even a thing. Although the phrase “annexation of Crimea” is still heard in Western media, the phrase rings hollow because the world’s number one problem has thus been solved. So, who solved it?
Umm… The Russians?
The Ebola virus has been known since 1976 but gained notoriety in 2014 when 2258 cases of Ebola infection were recorded in Equatorial Guinea. Later it spread to neighboring Liberia and Sierra Leone, but it was at that early moment that Western mass media started ramping up their fearmongering, claiming that an Ebola pandemic is about to engulf the world. The explanation for this running start soon followed and was freely offered by its main beneficiaries: two Western pharmaceutical companies, US transnational Merck and British THK GlaxoSmithKline. Serendipitously, both of these companies both developed and stockpiled mass quantities of their respective Ebola vaccines just in time for the scare campaign. The effectiveness of these vaccines proved to be ineffectual, but they sold a lot of them anyway.
And then, at the height of the epidemic, a large group of specialists arrived, set up field hospitals and conducted a massive operation that ranged over the entire affected region looking for signs of infection. In a short period of time, these specialists developed a new vaccine, Gam-Evac Combi, which turned out to be orders of magnitude more effective than the American or the British ones. The epidemic was quickly ended. It was at that point that the entire episode vanished from Western media. But it would have been very interesting to find out more. For instance, was the epidemic spontaneous, or was its ground zero specifically chosen? There have been reports from the affected region of militants targeting Western medical teams; are they beginning to suspect something? In any case, where did these other, non-Western specialists come from, and who developed the effective Ebola vaccine? Who were they?
It was… the Russians, again.
Five years ago, the situation in Syria was indeed dire: ISIS, or the Islamic Caliphate, had taken over a large part of the country, terrorizing the local populations and threatening the rest of the country. But then… I’ll cut to the chase this time, Russia intervened. It turned killing terrorists into a wonderful training exercise for its military. Over the following years, over 63000 Russian service personnel, including 25000 officers and over 400 generals, were rotated through Syria. The Air and Space Forces performed 39000 sorties, destroying 121466 ISIS targets. Transport aviation delivered 6077 tonnes of humanitarian assistance by parachute. On the ground, 1220 physicians and 10 specialized medical teams provided medical care to 88318 Syrians. If you’ve noticed, Western media hardly mentions ISIS at all any more; this is mostly because it no longer exists.
Although the Syrians and the Iranians did quite a lot to help, Russia can take most of the credit.
(The US can take credit for destroying the Syrian city of Raqqa, where there were plenty of civilians, but from which ISIS was mostly absent at the time).
Perhaps Frau Merkel would be so kind as to volunteer a new list of thee most important problems the world faces… for Russia to solve? Or perhaps we should start ignoring the noises emitted by Western politicians and mass media on this topic of world’s biggest problems because, you see, we can tell what the world’s biggest problem is without their help: they are. Russia and China took another step away from the US dollar after the two countries agreed to develop bilateral trade using the ruble and the yuan.
It was just one of the major deals reached after the presidents of the two countries, Vladimir Putin and Xi Jinping, held talks in Moscow on Wednesday.
“Russia and China intend to develop the practice of settlements in national currencies,” Putin told journalists at the news conference following the talks. He added that the states have signed intergovernmental agreements on expanding the use of the yuan and the ruble in bilateral financial operations.
A draft government decree on the national currencies trade was released earlier during the day. The document stipulates that Moscow and Beijing will cooperate on development of national payment systems, as well as facilitate cross-border payments in national and other currencies.

Dozens of multi-billion dollar deals related to energy, industry, and finance, are expected to be signed during the St. Petersburg Economic Forum, which runs from June 6 to June 8.

‘Complete blow to peace process’: US envoy to Israel castigated for West Bank annexation comments

Palestinians and left-wing Israelis have slammed the US ambassador to Israel for saying Israel “has the right” to annex parts of the West Bank, labeling him “spokesman of the settlers.”
David Friedman told the NYT that “under certain circumstances,” Israel “has the right to retain some, but unlikely all, of the West Bank,” prompting a furious response from Palestinians.
In a statement, Fatah questioned whether Friedman’s comments were indicative of a change in US policy towards the Palestinian territories and “represented the official American position or the position of the settlers in Israel.” The comments are a “complete blow” to the peace process, the group added, and undermine the prospect of a two-state solution.
Fatah's Mustafa Barghouti said it has long been clear that Friedman is “the spokesman of the settlers.”
Palestine Liberation Organization leader Saeb Erakat said in a tweet Friedman’s words show that the Trump administration’s vision for the region is really about the annexation of occupied territory.
Criticisms were also leveled at the US ambassador from the Israeli left, with Meretz’s Tamar Zandberg saying Friedman “must know that annexation would be a disaster for the State of Israel.”
A US State Department official said on Saturday that the administration position on settlements has not changed and “no plan for unilateral annexation by Israel of any portion of the West Bank” has been presented by Israel to the US, Haaretz reports.
Israeli settlements in the Palestinian territories, including the West Bank, are illegal under international law and breach a number of UN security resolutions on the issue. The Friedman controversy comes as Jared Kushner prepares to officially unveil the US peace plan, which has already faced criticism for allegedly proposing to split the West Bank and leave a “smaller share” to Palestinians.

For the first time since Russia's annexation of the Crimea and the war with Ukraine, Peter Altmaier has signed a letter of intent for closer economic cooperation with Russia as German Minister of Economic Affairs. Despite continuing sanctions and political tensions, Altmaier traveled to the St. Petersburg Economic Forum. There he campaigned for more support of the Russian economy and signed with his Russian colleague Maxim Oreshkin a letter of intent for a so-called efficiency partnership.

It appears Russian sailors were not too concerned about a close encounter with a US warship in the East China Sea, at least according to a video where sharp-eyed users spotted them casually sunbathing on the ship’s deck.

The near collision between the two destroyers, USS Chancellorsville and Admiral Vinogradov, occurred on Friday. Moscow and Washington squarely pinned the blame on one another, while the US released videos and an aerial photo of the encounter.

While many disputed who the culprit behind the near collision was, one particular detail about the Russian destroyer caught the eye of the online crowd. These guys.

A handful of sailors were casually sunbathing on the destroyer's helipad, while the rest of the vessel seemed to be lifeless, as the crew was apparently doing its best to avoid the collision that could have led to serious damage at best – and who knows what international fallout.
The Russian vessel managed to take a sharp turn to the right, passing within some 150 feet (less than 50 meters) from the US destroyer.
According to international maritime rules, a vessel approached from the starboard side must give way – and apparently it was the US vessel that was obliged to do so. The US Navy, however, claimed that it was recovering a helicopter – that snapped the picture from above – during the incident and had to travel in a straight line.

Putin announced the doctrine of global confrontation with the United States
Putin’s speech left no doubt about Russia's new approach to foreign policy
Confrontation with Britain and the United States has always been the basis of Russia's political course, but for the post-Soviet political elite, what Putin said on the second day of the St. Petersburg International Economic Forum - 2019 was unthinkable insolence. This was the collapse of all canons and previous landmarks.
What Putin said from the main forum forum on Friday, June 7, will go down in history as the second Munich speech. You can look for analogies in Churchill's Fulton speech, with the only exception that Putin’s speech was not so passionate and peremptory. Putin has long gained a reputation as a politician whose iron fist is always wearing a velvet glove.
But the essence does not change: Putin, for the first time in the whole world, announced that Russia no longer recognizes the prevailing system of US world domination. Moreover, Russia throws a total challenge to this system and unites in this confrontation with China and the rest of the world, more precisely, with those parts of it that have not lost their will to save from the American yoke and are looking for a force to which they could join.
There is a difference in this: do not recognize de facto, recognize de jure, and stop recognizing de jure, openly announcing that from now on there are two blocs officially in the world: those with the United States and those against them. And Russia with those who are against the United States. This choice is literally earned by the current political elite of Russia. More precisely, it was suffered by its vanguard, its leading groups, those who enter Putin’s inner circle and build their power while relying on the state, its power and sovereignty.
These groups understand that they are opposed in Russia by powerful forces that have a completely different concept of domination, those who build their position based on the financial and political circles of Britain and the United States, whose children live and study there, and they keep business in Anglo-Saxon jurisdiction .
These forces demand the subordination of the national interests of Russia and its ruling political class to the interests of the ruling circles of Britain and the USA. For it is in that capacity that these ruling circles need, and it is in their domination that they see their chance for prosperity. But more and more, the split in the elite of Russia is being denoted, and Vladimir Putin is carefully restraining the severity of the opposition of the split elite groups.
For it is very difficult to be an arbiter in such a situation, linking together the economy, propaganda, army, special services, regional and federal elites, merging with them business, trade unions, bureaucracy, people ... Each department defends its own. How is it possible in such a situation to express the hidden meaning of politics, each of its decisions?
12 years, Putin waited. 12 years have passed since the first warning, the Munich speech, in which Putin warned that the West had risen to the brink of a dangerous confrontation, and in this confrontation he overestimated his strength. For 12 years, the West did not believe in these warnings. And now, as they say, "jumped."
Rejecting all the neighborhoods, without hints and walking around the bush, for the first time in his political career, Putin announced Russia's intention to split Europe from the United States. This is what the construction of the American-European opposition in his speech serves, which denotes a sharp and irreconcilable conflict of interests between Europe and the Anglo-Saxon hegemon.
Putin didn’t just re-advertise the Nord Stream 2 - he showed his compliance with the deep interests of Europe. Otherwise, Europe would never have gone to this project. And he also showed all the inconsistency with these European interests of the interests of the United States, which are turning more and more into conversation with Europe in the language of ultimatums and arm twisting. In a world where unlimited American domination reigns in Europe, the current European elites will have no place even physically.
Putin, denoting the contradiction of the interests of the United States and Europe, did not just touch them, but concentrated on the ganglion all the power of his pressure. Behind the conflict of interests around the gas pipeline stands the conflict of the whole range of vital interests. Russian sailors were spotted sunbathing shirtless in US Navy videos of a dangerous close encounter last Friday between a Russian destroyer and a US cruiser.
Retired Russian Admiral Valentin Selivanov explained to Russian media Monday that this isn't unusual since the destroyer is not at war.
"There is a time for war, and a time for sunbathing," the former chief of staff for the Russian Navy said.
When a Russian destroyer came close to colliding with a US Navy warship last Friday, Russian sailors were spotted sunbathing on the deck. A retired Russian admiral says there's nothing weird about that.
Russian Admiral Valentin Selivanov, a military analyst who previously served as the chief of staff of the Russian Navy, told Russian media Monday that there’s nothing wrong with relaxing topside when you’re not at war. “There is a time for war, and a time for sunbathing,” the admiral explained.
Last Friday, the US Navy accused the Russian destroyer Admiral Vinogradov of taking a run at the Ticonderoga-class cruiser USS Chancellorsville in the Philippine Sea. The two ships narrowly missed one another as the Russian destroyer came within 100 feet of the US warship.
Each side blamed the other for the incident; however, the US Navy released photos and videos to support its version of events.
In one video, at least two Russian sailors were seen sunbathing shirtless on the helicopter pad. One sailor is sitting down, and pants aren't immediately visible, although the video isn't particularly clear.
"Our vessel is on the move in the open sea," Selivanov told the Russian government's Sputnik news agency, adding, "The seamen and officers have had lunch. The sunbathing Russian sailors has been interpreted a couple of different ways.
The New York Times noted the sailors and argued that this behavior could suggest that "the Russian vessel was not on high alert at the time and was not engaged in a planned provocation."
The Russian statement on the incident claimed that the USS Chancellorsville put itself on a collision course with the Russian destroyer and the "crew was forced to conduct an emergency maneuver."
Were the Russian warship seriously concerned about the possibility of a collision, there would have likely been an all-hands response. The lack of such a response and the presence of Russian sailors calmly sunbathing on the deck could signal that the Russian destroyer was not the reactive party in this incident.
It is difficult to know for certain what was going on aboard the Russian ship, but US naval experts have already cast doubt on Russia’s narrative, with one telling Business Insider that the USS Chancellorsville had the right of way and accusing the Russian warship of acting in a “dangerous” fashion.

I see what you mean, the wording in the Russian propaganda article was a bit confusing.
Since the Russian ship was approaching from the rear, starboard side of the U.S ship it seems the Russians should have veered off just out of simplicity. But they drove headstrong right toward the U.S. ship anyway. Stupid.
I suspect the ships knew about each other's speed, course and position some kms prior to the incident. Not the last few metres.
One wonders if the drone video/all around radar track has been released by the unexceptional countries navy, factually known for poor watch keeping and chaos on the bridge, to confirm your opinion. There is also the Israeli satellite images which always pop up to confirm it's vassals opinion/stated facts, as alternate "proof".

A high-ranking official from the US National Security Council will take part in an international meeting of high security representatives in Ufa on June 18-20, Deputy Secretary of the Russian Security Council Alexander Venediktov said in an interview with the Rossiiskaya Gazeta daily on Sunday.
"The Americans have been skipping our forum in the recent years. But this year we hope to see them at a meeting in Ufa. At least, they have confirmed the visit by one of the US Security Council’s directors," he said.
He noted that this visit could be seen as Washington’s signal about its readiness for security dialogue. The US side’s participation in the forum, in his words, would have a major significance, including in the context of a meeting between the Russian, US and Israeli security chiefs in Jerusalem in late June.
An international meeting of high representatives in charge of security issues will be held in Ufa on June 18-20. Delegations from about a hundred of world nations are expected to take part.
Such forums are held annually at the initiative of the Russian Security Council in one of Russian cities. Previously, such meetings were held in Yekaterinburg, St. Petersburg, Vladivostok, Kazan, Ulan-Ude, Grozny, in the Tver region and twice in Sochi. Russian President Vladimir Putin has denied that Donald Trump can secure concessions on key issues by dangling the prospect of a new one-to-one meeting, but reiterated that Moscow is ready for fresh talks.
The US president has repeatedly insisted that he will speak face-to-face with Putin at the G20 summit in Osaka next week, and US National Security Advisor John Bolton confirmed on Sunday that Trump was “looking forward to it.”
However, the Kremlin says that the White House has not finalized its diplomatic request, and Putin was asked on TV whether Trump is using the uncertainty as an opportunity to “steamroll” Russia into softening its positions on Iran and Venezuela.
“I don’t think anyone is trying to steamroll us on anything – they must understand that is a far-fetched possibility. But we do need the dialogue,” Putin told Russian channel NTV.
“As soon as they are ready to talk, we will happily develop our relations,” said Putin.
In a follow-up question, the Russian president said that it is “up to [the US] to decide if they want to grow relations with Russia or not.”
In addition to the simmering issue of alleged Russian election interference in the US, the two powers are also engaged in two flaring proxy disagreements. The first is in Venezuela, where Washington is helping to topple Nicolas Maduro, who is a close ally of Moscow. The second is in Iran, where Putin has said that any armed intervention by the West would be a “catastrophe.”
Nonetheless, Putin was also prepared to give Trump customary leeway over the domestic pressures he faces, particularly in any dealings with Russia.
“We can see that the system is built in such a way that many things that Trump wants to do, he is unable to. Though, of course, much also depends on [the administration’s] political will,” he said.

PACE invites Russia back to European human rights body

The Council of Europe has invited Russia to participate in the summer session of its Parliamentary Assembly (PACE), after ruling that all members have the “rights to vote.” Moscow was stripped of its voting rights in 2014.
All PACE member states have the “rights to vote, to speak and to be represented in the Assembly and its bodies shall not be suspended or withdrawn in the context of a challenge to or reconsideration of credentials,” the Parliamentary Assembly said after passing an amendment to its rules of procedure by 118 votes to 62, with 10 abstentions.
Following the Monday night vote that clarified the scope of possible sanctions against member states, Russian lawmakers will finally be allowed to present their credentials for the June 2019 PACE session to “ensure that member States’ right and obligation to be represented and to participate in both statutory bodies of the Council of Europe is respected,” the Parliamentary Assembly said.
The rift between Moscow and PACE started in 2014 after a coup in Kiev triggered a civil war in Ukraine and the population of Crimea held a referendum to join Russia. Back then, the Russian delegation was deprived of its voting rights and banned from participating in the ruling bodies or monitoring missions of the organization.
Moscow had called the PACE decision “politically motivated” and “discriminatory,” and instructed its delegation to stop attending meetings in protest, virtually leaving the organization. In 2017, Moscow suspended all payments to the Council of Europe, claiming that it will only release the funds after its rights are reinstated in full. The Russian delegation led by the State Duma's Deputy Speaker Petr Tolstoy is already in Strasbourg, ready to take part in the PACE session.

"We are not going to comply with a single resolution that has been adopted in absence of the Russian Federation", Tolstoy told reporters.
In April 2014, Russia was stripped of its voting rights in the organisation in the wake of the Ukrainian crisis and aftermath of the Crimea referendum.
Since 2016, the Russian delegation has not been renewing its credentials ahead of the assembly's sessions, in protest of the discrimination it faces within PACE.
Moscow has also frozen its contributions to the Council of Europe, stating that payments would be withheld until the Russian delegation's rights are fully restored.
PACE supported sanctions against Moscow, but later urged Russia to pay the fees and come back to the assembly. However, Russia has demanded guarantees that it will be granted the right to vote before it returns, so the delegation won't be stripped of its rights again."
