Even if 911 was treated as the most secret operation in the history of the world, it would take an army of at least several hundreds of highly educated, highly talented security cleared people to conceive, agree, design, plan, synchronise and execute the entire operation, which includes far more than hijacking a handful of planes and laying explosives in high profile buildings.
