Probably just very clear water with only small ripples photographed with a polarizing filter that takes out the reflections. Under good conditions that would almost perfectly take out the water surface.

You can see it is on the water surface from the anchor line that is bent at the water level. Also further on the back you actually see the water surface and the boat is on that plane.
