I would say an 'amusing' pic would have to have at least some minor component of humour.
Not just be a nice picture, or interesting, or unusual or a picture that for whatever reason caught your eye.
I don't think it's hard to understand what is meant by 'amusing'.
For example many people may find this amusing.

I thought it was amusing because the women in the front seemed to have SMALLER tits than the blokes behind them (they seem like fat fucks), oh well, go figure what you were thinking. Not that you could see the guys in the back but fried EGGS are BIGGER than these women.
