Life is hard for them in Isaan, the Thais like to write poetry about but so many of them still cling onto this romantic vision of the village and home, you see it in the Thai music/karaoke videos etc. After living in an average village for a couple of years you get to understand them better. I don't blame them for wanting a better life, isn't that what everyone wants? The government does sweet FA to help or educate them so, yes, it can get a bit mercenary. I don't really like generalisations as they can be very wrong or unfair to a large section that do not fit into the negative descriptions often bandied around.
Personally my in-laws aren't too bad about it, which makes me more generous actually, and I will be reasonable, like for example, I paid for the sister-in-law to go to university for the sole reason that she was capable of getting a degree because she is smart and then she would not be a potential future problem or drain on my wife or me, potential future problem foreseen and eradicated for a small monthy allowance each month for a few years. What would the future be for her otherwise? Hang around the family home and marry scooter boy with no money? Hmmm.....nightmare senario for the wife and me. This will also enable her (sister-in-law) to help her own family and take the burden away from us. She has now got an office job in BBK and is about to marry a Thai lawyer, helps her mother and father now so I don't have to and they have no excuse to bother me. Yes, I have done the governments job for them but it was a small sacrifice.
It always costs money to get involved with a woman in one way or another, it's about whether or not you let them take the piss of not. Thais like to find out where the limit is and you should not be shy to let it be known as that's what they do.
My answer to the OP is that there is good and bad in all sections of society and all geographic areas, just have to weed through it till you find what you like.

I travelled through Issan last year for the first time and had a brilliant trip, met some great people and experienced some legit hospitality.
Could not live up there but December and January are brilliant months.
