Ireland : Man jetted in from Thailand to claim €250k welfare

Man jetted in from Thailand to claim €250k welfare
    Claire O’Brien
    Friday, October 29, 2010

A 63-YEAR-OLD man found to have 10 Irish and one British birth certificate, eight false British drivers’ licences and three passports has appeared in court charged with defrauding the Department of Social Protection of almost €250,000 over a four-year period.

Paul Murray, of no fixed abode but with an address in Thailand, travelled home from the Asian country every three months to sign on. He has had no permanent address in Ireland since 1974.

He used nine different names to claim welfare payments in Cavan, Trim and Mullingar. Following his arrest as he left the social welfare office in Cavan on October 19, Murray was interviewed and charged.

He replied to those sample charges: "I accept this."

Garda Peter Kelly said the sample charges refer to three different identities and his bank accounts are currently being looked into.

During a preliminary hearing at Mullingar District Court, Garda Kelly objected to Murray getting bail.

Since 2006, he said Murray has claimed various payments, including disability allowance, jobseeker’s allowance and supplementary welfare allowance.

A search of his person and his vehicle uncovered the birth certificates, passports and drivers’ licences. Only one of the passports was in his own name.

Solicitor Redmond O’Regan applied for bail saying his client is not in the best of health.

Judge Aeneas McCarthy refused bail and ordered that Murray appear before Mullingar District Court again on November 4.

Note the travel back to Ireland every 3 months when his 90 day permission to stay stamp ran out.

Sounds like a great racket, wonder how they got him.

My guess is he nobbled himself, via the need to impress others with no need to know that he was screwing the system.

    Benefit Thieves

It’s not if we catch you, it’s when

Deliberately withholding information that affects your claim is stealing. That’s why we are targeting benefit thieves!
The Department for Work and Pensions (DWP) takes benefit theft very seriously. Although the vast majority of people who claim benefits are honest, those who steal benefits are picking the pockets of law-abiding taxpayers. In 2008-09 benefit thieves stole an estimated Ł900 million from public funds, that's why we are determined to catch them.
And they thought they wouldn’t be caught

Last year, we caught 56,493 benefit thieves – 232 every day:
    • with over 677 calls a day to our hotline
    • with over 476 benefit thieves reported online every day
    • by cross-checking the bank accounts of benefit thieves
    • with hidden cameras and mobile surveillance
    • with every means at our disposal.

I hope they throw the book at him, unlikely they can claw back any of the money.
Locally to me they have just closed a centre for mentally handicapped kids, shortage of funds, 250,000 euros is more than enough to keep it open for 4-5 years. I know its not a good comparison but it is how i think when when i see these full on scammers.

Throwing the book at him and community service far to harsh for such a minor crime in the UK.

    Have your say: Knife Crime

Michael Williams, 53, "just flipped" after he caught father-of-one Anthony Kershaw, 25, high on drink and drugs, defiling his property.
The householder, who lived alone, had already suffered the same attack previously, and had paint thrown on his door, Manchester Crown Court heard.
Residents were too frightened to go out at night because of a gang of teenagers terrorising the sprawling Smallbridge council estate in Rochdale, it was said.
Williams, described by neighbours as "pleasant, friendly and keeps himself to himself" heard a bang on the front door of his ground-floor flat on the night of April 19, as if someone was kicking at it to break in. He went to investigate, to see urine pouring through his letterbox, he told police.
Angry he went to his kitchen, grabbed a knife with a seven-inch blade and as Mr Kershaw urinated, swung open the door and in a "momentary intention" stabbed his victim in the stomach.
He then closed the door and dialled 999 as friends of Mr Kershaw tried to attack Williams, smashing his windows and threatening to "burn him alive" by torching the property. Mr Kershaw died the next day in hospital from the knife wound to his stomach.
Passing sentence, Mr Justice Keith said: "I take into account that this was a frightening and intimidating estate to live on and I have noted the violence, abuse and other anti-social behaviour which you and other people on your estate have been subjected to over the years.
"You were responsible for his death, however drunk and high he was and however badly he was behaving that night."
Mr Kershaw's mother, Debbie Alger, in a tribute to her son after his death described him as "always a jack-the-lad and loved by many". Mr Kershaw had a young son, Stevie-Lee, with his girlfriend Natalie.

    You saved me mentioning it.

There are idiots who use family members' addresses in the UK to collect benefits without considering that they are implicating their relative in fraud.

I advised one individual two years ago that his "dear old mum" was, one day, going to lose her house but he didn't seen to care.

The Authorities can and do go back 20 years in these cases.

Offer to plead guilty to €250,000 welfare fraud not taken up CLAIRE O'BRIEN

A MAN alleged to have used nine identities to defraud the State of more than €250,000 has offered to plead guilty to all charges to save the State money.
Mullingar District Court heard how solicitors for Paul Murray (63), of no fixed abode, wrote to the Director of Public Prosecutions offering to plead guilty to all charges of theft from social welfare offices in Cavan, Meath and Westmeath.
However, solicitor Redmond O’Regan said their offer, which was made to save the State time and money, had not been taken up.
He made the comments as part of a request to Judge David Anderson to consider releasing Mr Murray, who was refused bail last week.
The court heard that Mr Murray had been returning from Thailand once every three months using nine different identities to claim disability and jobseeker’s allowances, as well as supplementary welfare allowance since 2006. He has not had a permanent address in Ireland since 1974.
Yesterday Insp Fergus Treanor asked that Mr Murray be remanded in custody for one month because of the lengthy investigation into his offences.
Currently only sample charges relating to three identities were before the court, but the inspector said the number of further charges that could be put to Murray was considerable.
Mr O’Regan said he had seen the paper work against his client and it was sufficient to merit the maximum penalty. Mr Murray appeared calm in court and did not speak during the brief hearing.
In the absence of DPP directions in the case, Judge Anderson refused to revisit the previous bail application and adjourned the case to December 2nd, with Mr Murray agreeing to a remand in custody.
This does not prevent him making a High Court bail application during that time.
Last week Garda Peter Kelly told the court how he had arrested Mr Murray as he left the social welfare office in Cavan on October 19th where he had falsely claimed in the name of Thomas Murray.
When arrested, he had eight false British driver’s licences, 10 false Irish birth certificates and one British birth certificate, as well as three passports, one of which was in his own name.
Mr Murray has previously used the names Patrick Adrian Kelly and Patrick Murray. His reply to the sample charges was “I accept this” and his solicitor has indicated that he never attempted to deny any of the matters put to him arising out of the investigation.
