I guess the savings to Ryanair would be: Less people use the loo because more go before getting on the plane, and some just save it for arrival. That means 1 loo can be cut, and a seat placed there, or two. Small change from those who do use the toilet.

To be honest, I wouldn't mind this very much as a passenger - I rarely use the plane's toilet on short flights, I mean do you really need to go inside a 2 hour window? Ryanair doesn't do international. And if the need arose, I'd pay a buck no problem.

On the other hand, this move may limit on board beverage sales.

^dunno think health/safety might prohibit the paid loo idea.
