They also run a huge risk of suffering congenital defects such as problems of the heart and spine when they grow older.

    Giving brainless, good-for-nothing bullies the advantage over their more intelligent, productive albeit physically weaker counterparts is not darwinism, it's the opposite. The survival of our species does fortunately not depend on how many muscular monkeys we have anymore, quite the opposite actually, the more we advance. So a society is better off regulating, either by society, ie morals, customs, laws to prevent that evolutions losers force from others the privileges they couldn't get by themselves. This, after all, is called civilisation. Some even go so far as to say that nations with a large population of technically retarded bullies need a war from time to time to ease the resulting internal tension. But that would be a bit cynic I assume.
