Yup, hoarding animals - then throwing puppies away - definitely something wrong from the neck up. But, does being well, "crazy", exonerate her of the crime? Unfortunately in the US our judicial system seems all to accepting of playing the blame game and "forgiving" a transgressor provided we can find something to "blame" the transgression on, such as "mental unbalance" or perhaps a "troubled childhood", etc.
