Nobody. It happened and it is bad that it did. No point in attributing blame. Adopt a Buddhist type approach and treat it as finished and move on.

It could easily be said that the occupants of the flats knew the inherent risks of living but, nevertheless, did not take adequate action to prevent this happening. It is all too easy to complain after an event has taken place.

The local authority for approving cladding that substantially increased fire risk and made it spread far faster than it otherwise would have done.

They can't make the numbers up, just count the bodies as they are recovered. They're not being downplayed. The official number is the count of those confirmed dead. Other numbers are estimates of dead based on the population of the block. It would be totally irresponsible for official sources to give numbers they are not in a position to confirm.

As to what will happen, a criminal case has already been opened and a public inquiry ordered, I suggest you find out about that and also take a look at the tenants blog links I posted on the morning of the fire.
