It's very sad that it happened in this way before changes were made, but it was the supporters themselves, the stadium design and regulations, and the police management and many other factors that made such a situation inevitable. Not a bad decision by one policemen, but a whole social buildup over decades...

Liverpool fans were *blamed* for the Heysel Stadium clusterfuck a few years earlier.
The truth is it was an inadequate stadium, the police were fucking useless, and when the scousers reacted to having cups of piss and stones thrown at them, the eyeties did their usual and ran away, causing a wall to collapse.
There was plenty of blame to be shared around but they bunged it all on the mickey mousers in my opinion.
