Yes it is, but some how I suspect that the people organising this abuse and particularly the mothers will not see it that way. They will be convincing themselves that they are going a good thing... as they do with fgm.... as did those per-enlightenment Christians as their were burning people alive.

creating a specific law allows the government to make it very clear to people an activity is illegal, what constitutes that crime, criminalize activities that enable the crime and sentencing.

Its a routine practice, after all using a mobile phone and drink driving were always covered by thelaws that define dangerous and careless driving, driving without due care and attention.
