Nigel Farage has insisted he was "wholly justified" to link the Brussels attacks and EU migration rules.
Prime Minister David Cameron has said he does not think it "appropriate" to use the Brussels attacks to further arguments in the EU referendum debate.
But the UKIP leader said those campaigning for the UK to stay in the EU had already "politicised" the security issue after the Paris attacks.
And he told Talk Radio that Brussels was in a "state of lawlessness".
He also described the city as the "jihadi capital of Europe".
He added that EU border rules led to "the free movement of terrorists, of criminal gangs and of Kalashnikovs".
But Lord Hill, European Commissioner for Financial Stability, Financial Services and Capital Markets Union, told BBC Radio 4's Today programme that concerns over terrorism should be kept separate from thoughts about Schengen - the EU's passport-free travel zone.
He said: "I think there are questions obviously about Schengen, how it's operating. It needs to operate better."

Former Conservative minister Peter Bottomley - who called at Prime Minister's Questions for people to unite with "hope not hate" - has tabled a Commons motion saying Mr Farage's comments "should be challenged within and outside his party".
Meanwhile, the former head of MI6 from 1999 to 2004, Sir Richard Dearlove, has said "the cost to Britain would be low", from a security perspective, if it were to leave the EU.
Writing in Prospect magazine, he says: "Brexit would bring two potentially important security gains: the ability to dump the European Convention on Human Rights... and, more importantly, greater control over immigration from the European Union."

Belgian police have arrested six people in Brussels as a major investigation continues into attacks that claimed 31 lives in the city on Tuesday.
The arrests were made in the Schaerbeek district. There is no word yet on the identities of the suspects or their possible connection to the attacks.
Separately, in France, a suspect who was plotting an attack has been arrested near Paris, officials said.
The arrests in Schaerbeek were made late on Thursday, and followed house-to-house searches in the area.
Residents said they heard explosions during the police raids but the cause was unclear.

Guard at ‘terror target’ Belgian nuclear site killed, access badge stolen – media
A security officer at a nuclear site was killed in the Belgian city of Charleroi two days after the terror attacks in Brussels, local newspaper Derniere Heure reported, citing police sources. The paper added that the man’s security pass was stolen.
Charleroi is located 50 km from the Belgian capital.
A security guard, who was walking his dog, was shot dead in the early evening on Thursday, the paper said.
His security pass was stolen, which alerted the investigators since the man was a member of a nuclear power plant staff.
Earlier Thursday, DH reported that Brussels suicide bombers Khalid and Ibrahim El Bakraoui were planning attacks on Belgian nuclear power stations and that the arrest of Paris attacker Salah Abdeslam had accelerated the plans of the terrorists.
The brothers reportedly planted a hidden camera in front of the home of the director of the Belgian nuclear research program. The footage with “dozens of hours” of the movements of Belgium's nuclear boss was seized during an anti-terrorist raid in the apartment of another suspect belonging to the same terror cell, Mohammed Bakkali.

Belgium is on high alert following the deadly Brussels attacks. On Tuesday, Brussels was rocked by twin blasts at the city’s Zaventem Airport and an explosion at the Maalbeek Metro station, just meters away from key EU buildings, less than an hour later.
Shortly after the deadly Brussels attacks, personnel from Belgium’s two nuclear power stations in Doel and in Tihange were promptly evacuated. DH also reported that soldiers have been seen at both sites in recent weeks.

Brussels Airport is starting preparations to partially resume passenger flights and to implement the new security measures which the federal government imposes on Belgian airports. More than 4 days after the attacks at Brussels Airport, the inquiries of the judicial investigation in the terminal of Brussels Airport are completed. Friday afternoon, Brussels Airport Company received permission to inspect the building with a small group of engineers to assess the damage.
Brussels Airport Company is currently studying a temporary solution to partially resume passenger flights, taking into account the new security measures that apply at Belgian airports, decided by the federal government. Passenger flights are not expected to resume before Tuesday 29 March 2016.
A limited team of engineers and technicians of Brussels Airport Company will be given access to the terminal building which was the scene of two terrorist bomb attacks on Tuesday 22 March that unsettled the airport community and the whole country. The team will examine the stability of the building, check the functioning of the information technology systems, assess the material damage and determine the process to renovate the terminal.
The perimeter around the terminal is maintained. Except for authorised staff nobody will be admitted to the area where the explosions occurred. The federal police and the security agents continue to carry out stringent identity checks in the access area to the airport.
